EXECUTIVE SUMMARY

The North Redondo Beach Bikeway is a concrete bikeway that is aligned through a Southern California Edison (SCE) transmission corridor across several assessor parcels.  Currently, the bikeway connects the 2500 block of Robinson Street to the 1600 block of Felton Lane.  This project proposes to extend the bikeway for two additional parcels from Felton Lane to Inglewood Avenue through the SCE corridor.

 

The plans and specifications for the project are complete, approved by SCE and ready for competitive bidding, which will commence following Council consideration and approval.

 

BACKGROUND

SCE maintains a series of electrical transmission towers that form a utility corridor in North Redondo Beach on parcels owned by SCE and publicly used via license by the City.  SCE maintains strict control over use and development on the parcels to ensure there is adequate space for utility crews to access the towers and wires for both regular maintenance and in response to unscheduled system needs.

 

To support bicycle movement through the City, a continuous concrete bikeway has been established within the utility corridor to maximize use of the predominantly undeveloped land.  The travel orientation of the bikeway is primarily north-south until south of Rockefeller Lane when it transitions to an east-west alignment.  It is frequently traversed by residents, young and old, who walk and bike along the pathway, which serves as an efficient local route to navigate through North Redondo Beach.

 

The North Redondo Beach Bikeway Extension proposes to elongate the bikeway further east from Felton Lane to Inglewood Avenue, which will benefit residents by providing safe and convenient access to and from this major thoroughfare.  Future projects, currently in development, will connect the terminus at Inglewood to other existing bike facilities converging on the intersection of Inglewood Avenue and Grant Avenue.  This project will also incorporate decomposed granite pathways to designate spaces for pedestrians as well as cyclists.  Minor landscaping and an underground irrigation system will be constructed to create and sustain the aesthetic of an urban open space.

 

The City has worked extensively with multiple SCE departments over the course of four years to ensure design of the project abides to their right-of-way guidelines and restrictions.  Official approval from SCE to proceed with the contractor bidding process was received on December 10, 2024.  The revamped site will extend the practical use of this public open space while still allowing SCE to access their facilities.

 

The plans and specifications are ready for City Council approval and authorization for competitive bidding.  The Engineer’s cost estimate for the North Redondo Beach Bikeway Extension is $1,450,000.  The bidding process is anticipated to be completed in February 2025 with a contract award by City Council to follow.  Construction on this project is expected to begin in early Summer 2025 with a project duration of 90 working days.

 

COORDINATION

The project has been coordinated with SCE and the Parks and Engineering Divisions in the Public Works Department.

 

FISCAL IMPACT

The Engineer’s cost estimate for this project is $1,450,000, which is within the current FY 2024-25 CIP budget.  Funding for the project is available through Regional Measure M Funds.
