EXECUTIVE SUMMARY
The City awarded the construction contract for the Fulton Playfield Multi-Benefit Infiltration Project, Job No. 60280 (Project) to Griffith Company on June 16, 2026. Construction management and inspections services are required to supplement staff’s effort to deliver the project per specifications, in a safe manner, on schedule, and within budget.
In June 2026, staff solicited proposals for an engineering firm to perform these services. Z&K Consultants (Z&K) responded with the proposal that offered the best combination of price, experience, and expertise. With approval of the proposed agreement, Z&K will perform construction management and daily inspection services for the Project. These services will help ensure all requirements of the Project plans and specifications are met and completed in a timely and professional manner. Funding for the agreement is included in the Project budget.
BACKGROUND
The City of Redondo Beach, in collaboration with the Cities of Hermosa Beach, Manhattan Beach, and Torrance, as well as the Los Angeles County Flood Control District, formed the Beach Cities Watershed Management Group to develop an Enhanced Watershed Management Program (EWMP) to comply with the municipal separate storm sewer system (MS4) permit requirements. The City Council approved the first EWMP on June 16, 2015 and approved the updated EWMP on June 8, 2021. The updated EWMP identifies the Project as a priority for reducing the potential discharge of pollutants into the Santa Monica Bay. The City is the lead agency for the Project.
On June 16, 2026, the City awarded the construction contract for the Project to Griffith Company in the amount $5,247,590. Construction is scheduled to begin in September 2026, with an estimated duration of 120 working days. Due to current workload and staffing capacity, the Engineering Services Division requires additional construction management and inspection support to effectively oversee the Project. Therefore, staff solicited proposals from qualified engineering firms in June 2026. Four proposals were received and Z&K Consultants (Z&K) was found to have the best combination of experience, price, and references.
The proposed contract with Z&K will provide construction management and daily inspection services that are essential for ensuring the Project is completed according to the City’s specifications, on schedule, and in a safe and professional manner. The total not-to-exceed amount for the contract is $323,536, which aligns with industry standards and includes a 10 percent contingency.
COORDINATION
The City Attorney’s Office approved the agreement as to form.
FISCAL IMPACT
The Project (including the proposed contract) is fully funded by Safe Clean Water (SCW) grants, totaling $8,302,138 in disbursements.
