EXECUTIVE SUMMARY
On July 16, 2025, staff presented a proposed draft of the Legislative Action Platform (LAP) to the City Council for review and direction. Staff is now returning with a revised draft of the platform, that incorporates Council feedback, and a resolution to formally adopt the LAP.
If adopted, the LAP would provide a streamlined and responsive framework through which the City and its legislative advocates can engage and provide prompt input, support, and solutions in response to proposed state and federal legislation that impacts the community. The LAP would also serve as a strategic tool for identifying and prioritizing key legislative issues.
BACKGROUND
The City of Redondo Beach last adopted a legislative action platform in 2013. The platform established the City’s general position on key legislative priorities and served as a guide for elected officials, staff, and consultants engaged in legislative affairs or advocacy on behalf of the City. The development of the platform was informed by input from City Departments and shaped with assistance from the state and federal lobbyists contracted by the City at the time.
The proposed LAP aims to reaffirm the City’s position on key legislative issues and establish a structured framework for staff and the City’s legislative advocates to monitor, evaluate, and respond to proposed legislation and regulatory actions. Under the proposed LAP, the City Manager, or designee, would be authorized to draft position statements for consideration and approval by the City Council regarding City position statements and advocacy in furtherance of the City’s LAP. All legislative advocacy efforts shall be coordinated through the City Manager’s Office to ensure consistency, accuracy, and alignment with City Council priorities.
At its July 16, 2025, meeting, the City Council directed staff to present draft position statements for the City Council review whenever practicable. However, in exigent circumstances, such as when the City Council is out of session, and an immediate response to a time-sensitive issue is needed, a position statement may be issued without the advance approval of the City Council, provided it has been reviewed and approved by the City Manager.
Position statements may be issued in the form of letters or electronic correspondence addressing legislative, regulatory, or other matters that align with the City’s LAP. These communications may be directed to legislators, legislative staff, executive officials, regulatory board members, and other relevant entities, as deemed appropriate, by the City Manager, designated staff, or the City Council.
Matters not addressed within the LAP would be brought before the City Council for consideration and direction when considered appropriate by the City Manager, or as requested by the City Council. The LAP would be reviewed annually and may be amended by the City Council, as needed, to reflect changing priorities, legislative developments, or organizational needs.
Following City Council adoption of the proposed resolution, staff would distribute the LAP to the City's legislative advocates and create a dedicated page on the City’s website to ensure public accessibility. The webpage would feature the LAP, outline the City’s established priorities, include adopted position letters, and highlight successes related to priorities identified in the City’s Legislative Action Platform.

FISCAL IMPACT
Preparation of the LAP is part of the City’s annual budget. There is no additional fiscal impact associated with this item.
