EXECUTIVE SUMMARY

Approval of the agreement with ABM Electrical & Lighting Solutions, Inc. (ABM) would allow for replacement of the uninterruptible power supply (UPS) unit at the Redondo Beach Performing Arts Center.  The existing unit, which provides instant back-up power to the facility in the event the primary power source fails, is over 20 years old and has exceeded its useful life.  The cost for all labor, equipment, and materials needed to replace the UPS unit would not exceed $337,468, including a 10% contingency.  The new unit is planned for installation within 6 months of contract execution.

 

BACKGROUND

The electrical system at the Redondo Beach Performing Arts Center contains a UPS unit that provides power to the facility in the event the energy supply from Southern California Edison fails.  The unit senses supply failures and instantly provides battery power to illuminate walkways, hallways, and emergency exits to comply with building codes and to allow facility users to exit the building safely.  The existing UPS has been in place since the Performing Arts Center opened over 20 years ago, and has exceeded its useful life.

 

ABM Electrical Solutions of Tustin, California has submitted a proposal to replace the existing UPS unit for a cost not to exceed $337,468, including a 10% contingency.  The service would include:

                     Providing and installing a 16,700 k/VA Myers Illuminator CIII Emergency Lighting Inverter unit

                     Removal and disposal of the existing unit and equipment

                     A top-mount enclosure

                     Seismic bracing

                     13 circuit breakers

                     15-year prorated warranty batteries

                     Manufacturer startup and training

 

The proposed agreement with ABM satisfies the City’s competitive purchasing procedures through utilization of the Gordian/Sourcewell cooperative purchasing program.  The replacement is a capital project designated as maintenance/repair per Title 2, Section 6.1 of the Redondo Beach Municipal Code.  Staff researched alternatives and found the pricing proposed by ABM using the cooperative purchase program to be reasonable and competitive in the marketplace. 

 

The estimated timeframe for installation would be as follows:

                     Material & equipment lead time - 8 to 10 weeks

                     Project scheduling - 2 weeks

                     Installation - 2 weeks

 

If the Council approves the proposed Agreement, the new UPS unit is expected to be in place and functional within six months of contract execution.

 

COORDINATION

This report was coordinated by the Public Works Department in cooperation with the Community Services Department.  The City Attorney’s Office approved the Agreement as to form.

 

FISCAL IMPACT

The cost for replacing the UPS unit at the Performing Arts Center would not exceed $337,468, including a 10% contingency.  Funding for the replacement is available in the Capital Improvement Program Budget, via Redondo Beach Performing Arts Center Modernization Project Account #20910.
