EXECUTIVE SUMMARY

Attached is a copy of the City of Redondo Beach Five-Year Capital Improvement Program (CIP) for the years 2021 through 2026. A continuing priority of the CIP is the maintenance and improvement of the City’s infrastructure, including but not limited to sewers, storm drains, streets, Harbor assets, parks, and other public facilities.

 

Pursuant to State Law, the Planning Commission is responsible for reviewing the City’s Capital Improvement Program and finding that the projects contained in the CIP are consistent with the City’s General Plan. Community Development Department staff was involved in the CIP preparation process and finds that the projects listed in the document are consistent with the City’s General Plan.

 

BACKGROUND

Just a few examples of the types of projects within the CIP are listed below and demonstrate consistency with General Plan Goals and Policies in many of its Elements (Land Use, Circulation, Utilities, Conservation, Recreation, and Parks, Open Space, etc.):

o                     Rindge Sewer Pump Station Construction

 

§                     Drainage Improvement Projects (Partial List of Examples)

o                     Enhanced Watershed Management Program (EWMP) (Herondo Infiltration)

o                     Santa Monica Bay Near/Offshore Debris TMDL

 

§                     Street Improvement Projects (Partial List of Examples)

o                     Aviation/Artesia NB Right Turn Lane

o                     Bicycle Plan Grant - Citywide Bike Facilities

 

§                     Waterfront Improvement Projects (Partial List of Examples)

o                     Moonstone Park Master Plan Design & Construction

o                     Relocation of Boat Launch - Assessment/Conceptual/Design/Site Acquisition

 

§                     Park Improvements (Partial List of Examples)

o                     Dominguez Park Skatepark

o                     North Redondo Beach Bikeway Improvements

 

§                     Public Facility & General Improvement Projects (Partial List of Examples)

o                     Electric Vehicle Charging Infrastructure

Not all the above noted projects have been completed but all are in some phase of development and all serve to implement the City’s General Plan with respect to Goals and Policies within the Land Use, Circulation, Safety, and Parks and Open Space Elements, etc.

 

The Planning Commission’s role is limited to a determination of consistency with the General Plan in this process.  The Planning Commission role does not include prioritization of the projects, evaluation of costs, or determining the efficacy of implementing any of the projects.  This is the role of the City Council, in consultation with the Budget and Finance Commission and Public Works Commission.
