EXECUTIVE SUMMARY
The Police Department has been awarded a grant from the California Office of Traffic Safety (OTS) in the amount of $179,000 to participate in the Selective Traffic Enforcement Program (STEP). Traffic enforcement activities will include saturation patrol directed at alcohol and drug impaired drivers, primary collision factor enforcement, distracted driver operations, motorcycle enforcement operations, bicycle and pedestrian operations, seatbelt enforcement operations, driver’s license and sobriety checkpoints, and officer training on traffic safety laws, along with bicycle rodeos and safety presentations. The grant term runs from October 1, 2025 through September 30, 2026. No matching funds are required from the City, and all grant funds will be distributed to the City on a reimbursement basis.
BACKGROUND
The mission of California OTS is to effectively administer traffic safety grants that deliver innovative programs and eliminate traffic fatalities and injuries on California roadways. The specific goal of the STEP campaign is to reduce the number of persons injured or killed in crashes involving alcohol or drug impairment, distracted driving, excess speed, red light violations, seat belt violations, motorcycle, bicycle, and pedestrian traffic, and other primary collision factors. The grant funds will increase the level of Police Officer enforcement for these collision factors on an overtime basis and will also support bicycle rodeos and safety presentations for the community.
COORDINATION
The Grant Agreement and Resolutions have been approved as to form by the City Attorney’s Office. The Police Department will ensure compliance with grant requirements and coordinate all final performance reports and reimbursement claims with the Financial Services Department and OTS.
As the funding authority, OTS will coordinate signatures for the Grant Agreement. If the Resolution authorizing the Mayor to sign on behalf of the City is approved by Council, OTS staff will email the Agreement to the Mayor for electronic signature.
FISCAL IMPACT
The grant is fully funded by OTS in the amount of $179,000. There is no requirement for matching funds from the City.
