EXECUTIVE SUMMARY

As a member of the Clean Power Alliance of Southern California (CPA), the City has access to grant programs to assist with the purchase of electric vehicles and the installation of charging infrastructure for the City’s fleet.  Specifically, the CPA promotes an Electric Fleet Transition Program that provides technical and financial assistance in meeting these objectives.  Staff has made administrative preparations to enroll in that program and recommends the City Council approve a Clean Power Alliance (CPA) grant agreement for up to $250,000 of funding for electric vehicle charging infrastructure.  In addition, staff recommends approval of the attached resolution to modify the FY 2025-26 Budget to appropriate the available CPA funding in the Public Works Fleet operating budget.  The funds are expected to help install electric charging infrastructure at the Public Works Corporation and Parks Maintenance Yards. 

 

BACKGROUND

The Clean Power Alliance is a community choice energy program that provides electricity to residents and businesses in several areas, including Redondo Beach.  On December 19, 2017, the City Council adopted Ordinance No.3179-17, which authorized the City’s participation in the Community Choice Aggregation program that was being developed by Los Angeles County.  The program, was later named the CPA.

 

CPA has introduced a Local Government Assistance Program.  The objective of the program is to accelerate implementation of member agencies’ sustainability and decarbonization goals through financial support and technical assistance.  CPA provides financial and technical assistance up to $250,000 per agency to accelerate decarbonization measures. Member agencies choose one project from three pre-established offerings:

 

1. Building Electrification

2. Electric Fleet Transition

3. Community EV Charging

 

City staff have worked with CPA to identify Option 2, Electric Fleet Transition, for use of the available funding in the City of Redondo Beach.  City staff propose utilization of the funding to supplement planned electric charging infrastructure buildouts for City facilities and electric vehicle purchases to further the City’s transition to fleet electrification.  Priority areas to provide fleet charging include the Public Works Yard and the Parks Maintenance Yard.  Depending on project readiness at the time the grant funds are available, these funds could also be used to purchase EV vehicles used in the fleet.  Current State and AQMD regulations require an EV be purchased for every combustion engine vehicle purchased for the City’s non-emergency fleet.

 

As part of the grant the City will work with CPA to enroll in managed charging services or create a charging schedule and optimization plan to balance vehicle energy needs and site energy control.  The grant is a reimbursement for CPA customers, with funds dispersed to the City following the installation of eligible infrastructure and/or the purchase of vehicles and equipment.

 

COORDINATION

The City Attorney’s Office approved the Agreement as to form and prepared the proposed Resolution.

 

FISCAL IMPACT

Approval of the recommended actions would allow the City to utilize $250,000 of Clean Power Alliance grant funding for fleet electrification purposes.
