EXECUTIVE SUMMARY
The City of Redondo Beach has provided low-cost, weekly senior lunch meals at Perry Park through a partnership with MBM Hospitality, Inc. (MBM) since October 2024. Due to the program’s success, the City Council allocated additional funding in the FY 2025-26 Budget to add a second meal service location. Staff recommends that the City Council approve the proposed Agreement with MBM to continue the senior lunch program at Perry Park and expand it to the Veterans Park Senior Center. The proposed Agreement would cover the period October 1, 2025 through September 30, 2026. The per-meal cost would increase by 8.5% to $14.27, but the new agreement no longer includes a delivery fee (which was $35 per meal service or roughly $1.40 per meal last year), so the total cost of the program is similar year-over-year and is within the approved budget.
BACKGROUND
In October 2024, the City began its partnership with MBM to provide weekly lunchtime meals for seniors at the Perry Park Senior Center. The program offers a hot or cold lunch, selected from a curated menu, at a cost of $4 per meal for participants. The remaining cost is subsidized by the City. The program has been highly successful, with most meal days reaching the capacity of 25 participants. As a result, the City Council allocated an additional $11,000 in the FY 2025-26 budget to expand the program to another senior center location.
Attached is a proposed Agreement with MBM to provide weekly lunchtime meals at both Perry Park Senior Center and Veterans Park Senior Center. The Agreement also includes flexibility to substitute the Anderson Park Senior Center for the Veterans Park Senior Center, if it is determined that participation and community engagement would be stronger and more consistent at the alternative location.
The proposed agreement with MBM covers a one-year term from October 1, 2025 to September 30, 2026. The secondary location would begin meal service upon execution of the Agreement. MBM would provide lunchtime meals at least one day per week at up to two senior center locations. Under the new agreement, the per-meal cost would increase slightly from $13.14 to $14.27. However, the daily delivery fee has been eliminated, keeping the overall program costs within the allocated budget.
Staff recommends the City Council approve the Agreement with MBM to provide lunchtime senior meals at two senior center locations.

The Community Services Department developed this report and coordinated preparation of the Agreement with the City Attorney’s Office.
FISCAL IMPACT
There are sufficient funds in the Community Services Department’s FY 2025-26 Operating Budget to support the meal program.
