EXECUTIVE SUMMARY

The current Redondo Beach Conflict of Interest Code was incorporated in Resolution No. CC-2409-086, adopted September 17, 2024.  The City Clerk’s Office has conducted a review of positions created, deleted, reclassified, and relevant changes in duties assigned to existing positions since September 2024.  Each Department director was consulted and provided with information based on current Fair Political Practices Commission (FPPC) regulations as to the intent of making or participating in the making of governmental decisions, and the proposed Resolution incorporates Departmental recommendations.

 

Recommended changes and updates, by Department, are as follows:

 

1.                     City Clerk

a.                     Remove Chief Deputy City Clerk

b.                     Add Assistant City Clerk with Disclosure Category 4

2.                     City Treasurer

a.                     Add Consultant - Investment Advisor with Disclosure Category 1

3.                     Community Services

a.                     Change Community Services Director title to Waterfront and Community Services Director

b.  Change Deputy Community Services Director Disclosure Category from 4 and 6 to 1

c.  Change Housing Manager Disclosure Category from 4 to 1

d.  Change title of Recreation & Youth Services Manager to Recreation, Youth, Senior & Family Services Manager and Disclosure Category from 4 to 1

e.  Change Cultural Arts Manager Disclosure Category from 4 to 1

f.   Change Technical Theater Supervisor Disclosure Category from 4 to 1

g.  Change title of Transportation & Transit OPS Manager to Transit Operations and Transportation Facilities Manager and Disclosure Category from 4 to 1

h.   Add Senior Management Analyst position with a Disclosure Category of 1

a.                     Change name of Public Works and Sustainability Commission to Public Works, Public Safety, and Sustainability Commission

b.  Add Citizen’s Oversight Committee for Measure FP

 

BACKGROUND

The California Political Reform Act requires every local government agency to review its Conflict-of-Interest code biennially to determine its accuracy, or alternatively, if required amendments are necessary. Notice must be given to the City Council, as the code reviewing body, before October 1 of each even-numbered year.  It has been determined that the current code adopted in 2024 requires amendment, and the proposed Resolution incorporates recommended changes.

 

COORDINATION

The City Manager, Department Heads, and City Attorney’s Office and applicable staff have been consulted regarding the determination of employees who are identified in this Resolution.

None.
