EXECUTIVE SUMMARY
On December 9, 2021, the Los Angeles County Metropolitan Transportation Authority (LACMTA) Board approved the Traffic Signal Communications and Network System project, allocating $2,000,000 of Regional Measure M funds. A portion of these funds were appropriated by the City Council to address completion of the Grant Avenue Traffic Signal Project, Project No. 41090. The remaining funds were identified for traffic signal improvements on Torrance Blvd. and Manhattan Beach Blvd. This amendment extends the project lapsing date to June 30, 2026 and adds an additional $3,000,000. In addition, the scope of work was expanded to include Inglewood Avenue as an eligible corridor.
BACKGROUND
Measure M is a one-half cent sales tax approved by Los Angeles County voters in November 2016 to meet the transportation, highway, and transit needs of Los Angeles County. The City of Redondo Beach received $2,000,000 from LACMTA in Measure M Highway Program funds for the Traffic Signal and Network System project endorsed by the Infrastructure Working Group of the South Bay Cities Council of Governments (SBCCOG).
The grant funds support upgrades to the City’s traffic signal system technology and to expand the use of Intelligent Transportation Systems to enhance traffic signal infrastructure and allow for integration of City signals into an advanced traffic signal network/communications system. Specifically, the funds are being used to install upgraded in-field traffic signal equipment to help monitor and modify traffic signal operations to streamline mobility, enhance traffic safety, and add advanced communications systems in preparation of connected/automated vehicles. The funds were also used to construct the advanced traffic signal network/communications system along Torrance Boulevard and Grant Avenue, with another segment at Manhattan Beach Boulevard nearing completion.
On September 21, 2021, the City Council approved the use of a portion of the Traffic Signal Communications and Network project funds to supplement the Grant Avenue Traffic Signal Project, Job No. 41090, an eligible expense under the Measure M Regional Funded Traffic Signal Communications and Network System Project grant.
The first Funding Agreement amendment, which extended the Project lapsing date to June 30, 2024, was approved by the City Council on December 5, 2023. Proposed is a second amendment to the agreement, to extend the lapsing date to June 30, 2026 and increase the Measure M Funds by $3,000,000, for a new total amount of $5,000,000. Construction of the Grant Avenue Traffic Signal Project was completed in 2024 and Manhattan Beach Blvd is substantially complete. The remaining grant funds will be used for traffic signal improvements along the Inglewood Avenue corridor, to both optimize the corridor and allow for coordination with the upcoming Metro Active Transportation (MAT) project, which includes new traffic signal equipment at the Inglewood/Grant Ave. intersection.
COORDINATION
The amendment was approved as to form by the City Attorney’s Office.
FISCAL IMPACT
Approval of the second amendment to the Funding Agreement will bring the total allocation of the Measure M Highway Program funds to the City of Redondo Beach for Traffic Signal Improvements to $5,000,000. So far, the City has used approximately $3,403,839 of these funds for signal improvements. Measure M funding does not require a local match, and funds are paid to the City on a cost-reimbursement basis.
