EXECUTIVE SUMMARY
In June 2024, the City Council approved Resolution #CC-2406-043 authorizing a budget modification to appropriate $185,221 in CalRecycle Senate Bill (SB) 1383 Local Assistance Grant funds for the purchase of a compactor for the sorting and diversion of organics materials from the Pier area of the City. If approved, staff will utilize grant funds to purchase a compactor from EPAX Systems, Inc. (EPAX Systems) for a cost of $73,090. The proposed Agreement also includes quarterly preventative maintenance of the compactor by EPAX Systems for a three-year period at an annual cost of $3,400, bringing the total not to exceed amount of the agreement to $83,290.
BACKGROUND
The City was awarded SB 1383 Local Assistance Grant funding to design and implement programs to further the City’s compliance with SB 1383 including organics collection, edible food recovery, education and outreach, enforcement and inspection, procurement requirements, and record keeping. Among the CalRecycle approved programs for the SB 1383 grant funding is the purchase of a compactor to help manage the City’s organics waste stream. The organics compactor will improve solid waste organics handling and operations in the Pier area, making it easier to separate organics from other waste streams. Adding the compactor to the City’s Pier operation yard yields several benefits. The compactor will reduce the area needed to store waste prior to service pickup by the City trash hauler. Use of the compactor will also reduce the number of service pickups required, thus reducing transportation costs and truck traffic. The compactor will also seal the materials in an enclosed container to minimize vectors, such as flies and rodents.
Staff solicited informal bids for the purchase of an organics stream compactor and quarterly preventative maintenance services. EPAX systems was the only vendor to provide a proposal for equipment purchase and on-ongoing maintenance costs. Staff recommends the purchase of one JV-Manufacturing 25-yard compactor and a three-year maintenance agreement from EPAX Systems, Inc.
Athens Services currently services organics waste from the Pier area using roll-off containers. If approved, Athens will service the organics compactor on a schedule to be determined by the Public Works Department.
COORDINATION
The Agreement has been reviewed and approved as to form by the City Attorney’s Office.
FISCAL IMPACT
The cost to purchase the compactor will be paid using CalRecycle SB 1383 Local Assistance funding. Ongoing maintenance of the compactor will be funded through the annual Public Works Pier and Harbor Division’s Operating Budget.
