APPROVE AN AGREEMENT WITH WILLDAN ENGINEERING FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) CONSULTING SERVICES AND ON-CALL HOUSING AUTHORITY SUPPORT SERVICES FOR A NOT TO EXCEED AMOUNT OF $97,315 AND THE TERM NOVEMBER 9, 2026 TO AUGUST 31, 2028
end
EXECUTIVE SUMMARY
The City receives federal funding from the United States Department of Housing and Urban Development (HUD) to provide a variety of programs and services for the community. This funding is dispersed through HUD’s Community Development Block Grant (CDBG) Program and has strict guidelines and requirements for all participating jurisdictions. The City has utilized the services of professional consulting teams to successfully administer this program and remain compliant with HUD’s strict guidelines.
In May 2026, the City issued a Request for Proposals (RFP) to ensure the City was receiving fair market consulting rates and quality services. Following evaluation of the submitted proposals and comprehensive interviews with the respondents, staff recommends the approval of the proposed Agreement with Willdan Engineering (Willdan), whose team demonstrates high proficiency and expertise in administering CDBG programs for other local agencies. In addition to its CDBG-related work, the proposed agreement includes on-call Housing Authority support services to supplement the needs of the Housing Division as a result of staffing vacancies and limited resources. The term of the Agreement is from November 9, 2026 to August 31, 2028 and includes a not to exceed amount of $97,315 for all proposed services. Staff recommends approval of the proposed Agreement with Willdan to provide critical CDBG program administration and Housing Program support services.
BACKGROUND
The City of Redondo Beach is the recipient of federal funding from HUD to support projects and services that benefit low and moderate-income persons, seniors, and individuals with disabilities in the community. The City’s CDBG-funded programs include: the Mobility, Access, and Emergency Repair Program (MA/ER); grants for qualified residential emergency repairs and ADA access improvements; public service agency funding; capital projects, including the annual Curb Ramp Improvement Project; and associated program administration. Additionally, the City receives Section 8 Housing Administrative funds, also from HUD, to support the daily operations and oversight of the City’s housing voucher program.
CDBG Program
In order to properly administer the city’s CDBG funds, the City has contracted the services of a qualified and experienced CDBG consultant to administer the program on behalf of the City and to ensure that the City remains compliant with required reporting and program guidelines. In May 2026, the staff released an RFP for this service and received two responses. The proposals were evaluated and subsequent interviews were conducted with both teams. Ultimately, staff recommends the Willdan team based on its professionalism, experience in successfully administering CDBG programs for other municipalities in Southern California, and breadth of expertise in all aspects of CDBG programs as well as housing-related services.
If approved, Willdan will directly support the City in the administration of its CDBG program, including the following:
• CDBG Administration: All administrative duties related to the program, including financial and data management, preparation of HUD-mandated documents and reports, preparation of environmental reviews, preparation of the Annual Action Plan, management and monitoring of the City’s Fair Housing contract, and general program oversight to ensure compliance with all federal regulations
• MA/ER Program: Handle all facets of this program including determination of applicant eligibility, preparation of applicant paperwork, preparation of project write-ups, project bidding, and project oversight
• Public Service Agency Funding Program: Manage the RFP process, assist with the evaluation of proposals, prepare related reports, manage the funding award process, and monitor all agencies
• Capital Improvement Projects: Determine CDBG eligibility of potential capital improvement projects, prepare all federal documents for bid packages, attend the preconstruction meetings, oversee federal labor standards compliance during construction, and prepare and submit required documents to HUD
The proposed Agreement would commence November 9, 2026 and expire on August 31, 2028. Willdan would receive a monthly fee of $5,035 through June 30, 2027, with additional funds available for costs related to transitioning services and closing out open projects and audits undertaken by the previous consultant. The monthly fee for the remainder of the term would be formalized through a subsequent amendment and calculated once the City receives it FY 2027-28 funding allocation from HUD.
On-Call Housing Authority Support Services
Willdan’s team is experienced in providing Housing Authority-related services including comprehensive case management for the City’s various housing voucher programs as well as general administrative support. As a result of vacancies and limited resources in the Community Service Department’s Housing Division, the proposed on-call services provides critical staff augmentation to support administrative functions and program implementation on an as-needed basis. Staff would initiate additional support through Task Orders, which will provide the flexibility and clear scope for staff support services. The proposed Agreement includes a not to exceed total of $50,000 for Housing-related support.
Staff recommends the City Council approve the proposed agreement with Willdan to provide consulting services for the administration of the City’s CDBG program and to provide on-call support services for the Housing Division.
COORDINATION
The Community Services Department coordinated the preparation of this item. The City Attorney’s Office approved the Agreement as to form.
FISCAL IMPACT
Funding for CDBG-related services is available in the City’s annual grant allocation from HUD. Funding for the on-call housing support services in the proposed agreement is available through restricted Section 8 Housing Administrative funds, also provided by HUD.
