EXECUTIVE SUMMARY

Many news outlets are beginning to call attention to the “super El Nino” event that is being forecast by the National Weather Service and other meteorological agencies.  The City has been tracking these forecasts for months with the same focused attention it uses to prepare for every winter / rainy season.  This report is meant to provide information on the City’s preparatory activities, its planning for urgent or emergency response during storm events, and how it supports preparation of residents, businesses and property owners of Redondo Beach.

BACKGROUND

Discussion

The City’s annual winter season preparation is shared among several departments.  Of note, the Fire Department and Harbormaster track weather information and participate in regional planning efforts so that they may best inform the Redondo Beach community in preparation of upcoming rain, wind, lightning, and wave events. They also remain active during the storm events to provide first response to residents, visitors, businesses and institutions that may require an emergency response.

The Public Works Department also has a role in preparedness.  The Engineering Division works with or dedicated field crews to identify needed repairs and improvements to our storm drain and sewer systems.  The Operations Division works in advance of storms to secure flood protection to know areas susceptible to flooding and to provide sand and bags for the public.  They also maintain the City’s urban canopy with a preventative approach to avoiding failing limbs.  During a storm, the teams are also deployed to respond to calls for service and to monitor crucial infrastructure for impacts.  Storm recovery is also an important part of the Department’s work to restore the public spaces and infrastructure back to a normal condition.

The report is being presented to the Commission for awareness and to engage a conversation about additional concerns with storm preparations, communications, and important storm preparation assistance to private property owners.  Staff recommendation is to receive and file this report and provide any additional feedback for staff to consider as they carry out their storm preparation and response activities.
