EXECUTIVE SUMMARY
The proposed ordinance was approved for introduction and first reading on July 9, 2024 and is now ready for second reading and adoption. The Ordinance, if adopted, will amend the Redondo Beach Municipal Code (RBMC) to repeal Sections 2-9.201 through 2-9.303 and Sections 2-9.1101 through 2-9.1203 regarding the Historical, Preservation, Library, and Recreation and Parks Commissions, and add Sections 2-9.1501 through 2-9.1503 consolidating the responsibilities of these commissions into the Public Amenities Commission.
BACKGROUND
On May 7, 2024, the City Council directed staff to move forward with changes to the City’s existing Boards and Commissions that would eliminate certain boards, consolidate and adjust the purview of select commissions. The City of Redondo Beach currently has 15 boards and commissions that serve the community by providing valuable insights to the City Council on a wide range of policy issues. While the large number of independent bodies offers a diverse range of subject matter, it has become difficult to staff the vacant seats, and prepare substantive agendas for each commission on a monthly basis. As such, the City Council has approved a plan to consolidate, or alter the purview, of select commissions in order to provide serving commissioners with a wider range of topics to address during their monthly meetings.
The Ordinance included for second reading and adoption merges the responsibilities of the Historical, Library, Preservation, and Recreation and Parks Commissions into a new Public Amenities Commission. The Public Amenities Commission will have seven seats, meet monthly, and champion all issues formerly directed to each of the four independent commissions. Members of the Public Amenities Commission shall serve terms commencing on October 1 and ending on September 30, with 3 members serving terms ending 2 years from the date of appointment and 4 members serving terms ending 4 years from the date of appointment.
To the extent practicable, reasonable efforts will be made to reassign current Commissioners with existing terms from the Historical, Library, Preservation, and Recreation and Parks Commissions to a suitable commission. In order to maintain the City’s Certified Local Government status with the State Office of Historic Preservation (OHP), efforts will also be made to ensure members be appointed from among professionals in the disciplines of architecture, history, architectural history, urban planning, archeology, or other historic preservation or related disciplines, such as American Studies, American Civilization, cultural geography, or anthropology. All members of the Public Amenities Commission shall have a demonstrated interest, competence, experience, or knowledge in historic preservation, art and literature, and the cultural heritage of the City. Similar to other existing commissions, one member will be selected from each of the five districts, and two members will be selected at-large.
Approval of the proposed Ordinance would repeal Sections 2-9.201 through 2-9.303 and Sections 2-9.1101 through 2-9.1203 of the Redondo Beach Municipal Code regarding the Historical, Preservation, Library, and Recreation and Parks Commissions, and add Sections 2-9.1501 through 2-9.1503 consolidating the responsibilities of these commissions into the Public Amenities Commission.
COORDINATION
This item was coordinated with the Community Services, Community Development, and Library Departments. The City Attorney’s Office prepared the proposed Ordinance.
FISCAL IMPACT
Consolidation of the commissions could save the City up to $53,100 per year for meeting-related information technology and staff support costs.
