EXECUTIVE SUMMARY

On September 5, 2023, the City Council awarded Sierra Construction and Excavation, Inc. (Sierra) a public works contract for $1,516,890 for construction of the Dominguez Park Play Equipment and Walkways Improvement Project, Job No. 30730.  As part of the same agenda item, the Council also awarded Playcore Wisconsin, Inc., DBA Gametime (Playcore), a public works contract for $541,543 for design build services for the play equipment and playground surfacing.  The services provided by the vendors are now complete. 

 

During construction, staff issued five change orders.  Two change orders were approved for Sierra totaling $142,746, bringing their total contract amount to $1,659,019.  Three change orders were approved for Playcore, totaling $26,034, which increased their total contract amount to $567,577.

 

The change orders addressed unforeseen field conditions along with short-term response and equipment rentals related to actions by the Los Angeles County Health Department.  The change order amounts are within the authorization limit of the City Engineer as memorialized in the City’s Administrative Policies and Procedures (APP 14.1). 

 

While administrative work is still ongoing with the Los Angeles County Health Department, both site contractors have completed their work and the Project is now complete.  As such, the project is ready for Council acceptance and authorization to release the final retention amount of $82,950.94 to Sierra and $28,378.85 to Playcore upon expiration of the 35-day lien period and there being no claims filed. 

 

BACKGROUND

The Dominguez Park Play Equipment and Walkways Improvement Project, Job No. 30730 included both civil construction and site work and the design and installation of play equipment and rubber surfacing replacement. 

 

Following community outreach meetings and input from the Recreation and Parks Commission on various playground design proposals, the recommended project design was approved by the City Council on March 21, 2023.  Staff was then authorized to begin developing a design-build services agreement with Playcore, to complete play equipment installation 

 

Additionally, the Council approved the Project Plans and Specifications and authorized the City Clerk to advertise the Project’s civil site work for competitive bids.  On June 8, 2023, the City Clerk’s office received and publicly opened seven bids.  The bid from Sierra was found to be the lowest responsive bid, with an amount of $1,516,890. 

 

On September 5, 2023, the City awarded the civil construction and site work contract to Sierra in the amount of $1,516,890 and approved the playground equipment and surfacing work with Playcore in the amount of $541,543.  Construction began on March 11, 2024 following the review and coordination of the two contractors.  On February 28, 2025 the project scope of work for both the civil construction and the play equipment were reviewed by staff and determined to be substantially complete. 

 

During construction, staff issued five change orders, two to Sierra totaling $142,746.30 and three to Playcore totaling $26,033.98.  These changes addressed current field conditions, requiring additional import fill, adjustments of gazebo pole foundations, replacement and relocation of utility wiring, adjustments to the construction timeline, and equipment rental costs.  During excavation, numerous undiscovered utility lines interfered with the project utility layout.  These lines needed to be relocated or the proposed project utility lines needed to be re-routed.  Separately, the Los Angeles County Health Department inspected the park and temporarily suspended construction of the project due to a dispute regarding agency authority over work at closed landfill sites.  The County’s intervention contributed to delays in the project which increased equipment rental costs.  The five change orders added $142,747 to the Sierra contract and $26,034 to the Playcore contract, bringing the final contract amount to $1,659,019 for Sierra and $567,577 for Playcore.  This represented a 9% and 5% increase, respectively, over the two original contract amounts, which are within the authorization limit of the City Engineer.

 

COORDINATION

The project scope and design were coordinated by the Engineering Services Division of the Public Works Department and the Community Services Department.  Project construction was coordinated with the Community Services Department and the Public Works Department’s Parks Maintenance Division.
