EXECUTIVE SUMMARY

Harbor Interfaith Services has provided Redondo Beach homeless-related services since 2017.  In 2019, the City Attorney’s Office developed the Enhanced Response to Homelessness Program, assessing the needs of the City and creating programs to address homelessness within the City. Staff recommends that the City Council approve the agreement with Harbor Interfaith for continued street outreach and housing navigation services, as well as for assistance with Redondo Beach’s Homeless Court.

 

BACKGROUND

Harbor Interfaith Services is a non-profit organization that serves the South Bay of Los Angeles County in Service Planning Area (SPA) 8.  Their mission is to empower the homeless and working poor to achieve self-sufficiency by providing support services including shelter, transitional housing, food, job placement, advocacy, childcare, education, and life-skills training.

 

The City has contracted with Harbor Interfaith since 2017.  Since then, Harbor Interfaith has helped hundreds of people get off the streets of Redondo Beach and participated in Redondo Beach’s Homeless Court, as well as helped the City of Redondo Beach reach Functional Zero in street homelessness. 

 

Staff recommends that the City Council approve the agreement with Harbor Interfaith Services to provide street outreach and housing navigation, as well as for Homeless Court participants.

 

COORDINATION

The City Attorney's Office coordinated with Harbor Interfaith Services in connection with the preparation of this report.

 

FISCAL IMPACT

This agreement will be funded by the Housing Successor Agency grant.
