EXECUTIVE SUMMARY

The City received $1,735,000, including $242,845 for design, of Regional Measure M funds for the North Redondo Beach (NRB) Bikeway Extension - Inglewood Ave, Project which will close the bike facility gap between the proposed end of the North Redondo Beach Bikeway at Inglewood Ave. and the intersection of Grant Ave.  Some funding was spent to acquire property at the southeast quadrant of that intersection to create space for a bicycle hub.  Additionally, the City has allocated funds to extend the NRB Bikeway from its current terminus at Felton Lane to Inglewood Avenue as a separate Regional Measure M project.  Final design of that project is being completed and will be submitted to SCE for approval. 

 

Separately, the City Council appropriated $175,000 for the design and installation of a Terraced Native Planting Beautification project at the southeast corner of Inglewood Ave. and Grant Ave., adjacent to the recently purchased parcel.  To complete design of the next phase of the bike facility and to begin design of the terraced native planting project, staff has negotiated a professional services agreement with Chen Ryan Associates, dba CR Associates, and their subconsultants to provide conceptual level plans, surveying, and final construction plans, specifications, and estimates for the two projects. 

 

This contract is needed to provide professional services related to civil and transportation engineering as well as landscape design.  CR Associates was selected due to its current and active experience working with the City of Redondo Beach and Los Angeles County Metropolitan Transportation Authority (Metro) on other bicycle facilities that will connect to this project.  Utilizing the same consultant to oversee the designs for this area is efficient and ensures project continuity. 

 

BACKGROUND

This project involves the extension of the NRB Bikeway (Class I mixed-use path) from its eventual terminus at Inglewood Avenue to Grant Avenue/Ripley Avenue.  The City has a separate project to extend the NRB Bikeway from its current terminus at Felton Lane to Inglewood Avenue.  That project’s final design is being completed and construction is expected to be underway this Fiscal Year.  Also, the City and Metro are currently designing high-quality, low-stress bicycle facilities along Ripley Avenue and Grant Avenue.  All of the aforementioned projects would meet at the Inglewood/Grant intersection, where a mobility hub and terraced native planting garden are also proposed.  Amenities within the mobility hub will be determined through the community engagement process, prior to City Council consideration.  However, amenities are likely to be primarily catered to cyclists and pedestrians.  Besides a terraced native planting garden, other amenities could include a shaded rest area, drinking fountains, street vendor space, bicycle self-service repair station, and a traffic safety garden.  Altogether, this project, and the other adjacent projects, will create an inviting junction and hub for community members utilizing non-vehicular transportation modes. 

 

If the contract is approved, the CR Associates will perform civil and transportation engineering services associated with the NRB Bikeway extension.  CR Associates’ approved subconsultants will provide necessary surveying, landscape design, permitting, civil engineering, and design services for the mobility hub.  The public will have opportunities to provide input on the amenities within the mobility hub prior to City Council approval of the conceptual design.  Once approved, full plans, specifications, and estimates would be prepared for construction. 

 

COORDINATION

The contract has been coordinated between the City Attorney’s Office and the Public Works Department.  The City Attorney’s Office approved the professional services agreement as to form. 

 

FISCAL IMPACT

Funds are available for the proposed design services in the NRB Bikeway Extension - Inglewood/Grant to Kingsdale Project Budget and the Terraced Native Garden Beautification Project Budget.
