EXECUTIVE SUMMARY

The Inglewood Avenue at Manhattan Beach Boulevard Intersection Improvements (Southbound Right Turn Lane) Project, Job No. 40960 (Project), funded by Metro Measure R Grant funds and recommended by the South Bay Cities Council of Governments (SBCCOG) included the addition of a right turn lane on the southbound Inglewood Avenue at Manhattan Beach Boulevard and other intersection improvements. 

 

On June 15, 2021, the City Council awarded All American Asphalt (Contractor) a public works contract for $934,948 for construction of the Project.  During various stages of construction, and at the request of City staff, four change orders were approved, totaling $778,155.81, bringing the final contract amount to $1,713,103.81.  The change orders expanded the scope of the Project, resolved unforeseen utility conflicts, improved the southwest corner of the intersection, upgraded and relocated the traffic signal controller and cabinet to current standards, addressed ADA compliance, and improved traffic flow through the intersection. 

 

The Project is now complete, and is ready for the City Council to accept as complete and to authorize release of the final retention amount of $84,332.69 to the Contractor upon expiration of the 35-day lien period, provided no claims are filed.  The Project was fully funded through Metro Measure R Grant Funds. 

 

BACKGROUND

On October 23, 2014, the Board of Directors of the Los Angeles County Metropolitan Transportation Authority (Metro) approved $5,175,000 in Regional Measure R funds for the Project, and, on May 5, 2015, the City Council entered into Funding Agreement #MOU.MR312.42 with Metro accepting the funds for Project development, design, right-of-way acquisition, and construction.  On June 20, 2017, the City Council awarded a design and right-of-way services contract to Onward Engineering. 

 

On July 20, 2017, the Planning Commission approved Resolution 2017-07-PCR-006, a conditional use permit for the property at 3601 Inglewood Ave, requiring it to dedicate 12 feet wide right-of-way for the City’s right turn lane project.  In December 2019, a recordation with the Los Angeles County Registrar’s Office was made securing the 12-foot right-of-way necessary for portions of the Project. 

 

On November 5, 2019, the City entered into an agreement with the Metropolitan Water District (MWD) to design and construct its relocated vents and appurtenances present at this intersection that conflicted with the proposed right turn lane.  MWD completed the utility relocation design and construction in June 2020 for a total cost of $283,319. 

 

The City Council authorized the City Engineer to negotiate with the property owners of 3615 Inglewood Ave to purchase the additional right-of-way (552 sq. ft.) required for the transition to the right turn lane and a temporary construction easement (TCE) for the Project.  On January 19, 2021, the City Council approved the Purchase Agreement for a purchase price of $131,200. 

 

On April 13, 2021, the City Council approved the Project Plans and Specifications and authorized the City Clerk to advertise the Project for competitive bids.  The Project was advertised on April 29, 2021, and five bids were received and publicly opened on June 3, 2021.  After reviewing the bids, All American Asphalt, with a bid of $934,948, was found to be the lowest responsible bidder. 

 

Construction began on July 25, 2022 and the original scope of the Project was completed in April 2023.  An expansion of scope, known as Phase 2, was added to primarily accommodate requests from the County.  Phase 2 included improvements to the southwest corner of the intersection, procuring and relocating the traffic signal controller, along with striping and signage revisions.  Once the design for Phase 2 was completed and approved by the County, the traffic signal equipment was procured and installed. 

 

On April 16, 2025, the County conducted their final field survey and approved the traffic signal improvements pending completion of the as-built plans.  Following the final field survey, construction was determined to be complete by both the City and County. 

 

Construction is now finished and the Project is ready for City Council to accept the work as complete and authorize the City Engineer to file a Notice of Completion with the Los Angeles County Registrar-Recorder’s Office.  Approval of the staff recommendation will allow for the administrative closeout of the Project construction contract and authorize the release of retention after 35 days, assuming no claims are made against the Project. 

 

COORDINATION

Construction progress and expenditures of this Regional Measure R funded Project was constantly coordinated with the Metro Project Manager and SBCCOG.  All quarterly expenditures for this Project are paid by Metro to the City on a cost reimbursement basis. 

 

FISCAL IMPACT

Construction of the Project was funded entirely by Metro’s Regional Measure R Funds and provided to the City on a cost reimbursement basis.
