EXECUTIVE SUMMARY

Approval of amendments to the Agreements with Peregrine Technologies, Inc. (Peregrine) and Turbo Data Systems, Inc. (Turbo Data) would integrate the Police Department’s parking citation system with Peregrine.  Together, these contract modifications would allow authorized personnel to access and analyze parking citation information more easily and help the Department better allocate parking enforcement resources.  All other terms of the existing Agreements remain unchanged, including the provisions associated with data sharing.  Funding for the additional costs is available in the Police Department’s annual operating budget.

 

BACKGROUND

The Police Department utilizes Peregrine to aggregate data from multiple public safety systems into a single platform, providing authorized personnel with access to information used to support law enforcement operations.  The Department also utilizes Turbo Data to manage and process parking citation information.  The City currently maintains separate agreements with Peregrine and Turbo Data for these services.

 

The proposed amendments would allow parking citation information maintained within Turbo Data to be integrated into the Peregrine platform.  This integration would provide authorized Police Department personnel access to parking citation information alongside other public safety data, improving analysis and operational efficiency.  The proposed integration is in line with the Police Department’s practices regarding data security and would continue to limit information access to only authorized users.

 

The proposed first amendment to the Peregrine Agreement would add $7,400, resulting in a new not to exceed total of $103,900 with no change to the existing term, which expires July 8, 2027.  The proposed first amendment to the Turbo Data Agreement would add $1,250 to the current rate structure which includes a per ticket fee, charges for equipment lease, and an annual administrative fee.  The annual cost of the current agreement with Turbo Data is approximately $147,000.  All other terms and conditions of the existing Peregrine and Turbo Data agreements would remain unchanged.

 

COORDINATION

The Police Department coordinated the amendments and proposed software integration with the Information Technology Department.  The City Attorney’s Office approved the amendments as to form.

 

FISCAL IMPACT

Funding for the $8,650 annual cost of the amendments is available in the Police Department’s annual operating budget.
