EXECUTIVE SUMMARY
The Los Angeles County Metropolitan Transportation Authority (Metro) Board approved funding for traffic signal modification design plans to help continue the South Bay’s Advanced Signal Network. The purpose is to install current technology infrastructure to enable enhanced signal timing, allow traffic signals to respond to on-demand traffic conditions, and prepare traffic signals for connected vehicles. It also includes designing the portion of fiber backbone infrastructure along Artesia Boulevard and the connection to the Los Angeles County fiber network hub near Artesia and Hawthorne Boulevards. The current approved funding and scope for this Agreement covers the development of design documents for the Artesia Boulevard corridor, using $160,000 of Regional Measure M funds allocated to the City of Redondo Beach.
BACKGROUND
The Redondo Beach Advanced Traffic Signal Network (RBATS) project is a continuation of the Manhattan Beach Advanced Traffic Signal Network (MBATS), which is currently under construction and includes fiber infrastructure along Artesia Boulevard in Redondo Beach. The RBATS project will install state of the art signal infrastructure so that signal timing and operations can be integrated into a broadband network maintained by Los Angeles County. Traffic signals along Artesia Boulevard are co-maintained by the Los Angeles County Department of Public Works and the City’s Public Works Department.
The funding will include necessary upgrades at traffic signals along Artesia Boulevard that did not receive upgrades through prior projects, along with intelligent transportation systems components, ADA upgrades, and improved pedestrian push buttons. The project will allow for enhanced and responsive signal timing. The fiber backbone infrastructure will connect with the Los Angeles County fiber network hub near Artesia and Hawthorne Boulevards.
Metro prepared a funding agreement for $160,000 that covers the design development (plans, specifications, and estimates) for this project. Approval of the proposed Funding Agreement is needed so the City can be reimbursed for the completion of this work.
COORDINATION
This report was prepared by the Public Works Department. The City Attorney’s Office approved the Funding Agreement as to form.
FISCAL IMPACT
The total allocation of Regional Measure M funds to the City is $160,000 and is appropriated to Project No. 41430. The funding does not require a local match. Funds are paid to the City on a cost-reimbursement basis after the work is performed.
