EXECUTIVE SUMMARY

The City recently slurry sealed many streets in the neighborhood bound by Ford Avenue, Artesia Boulevard, and Aviation Boulevard, also known as the Golden Hills neighborhood of Redondo Beach.  The City has an opportunity to improve parking using changes to the lane striping protocols in keeping with current City and industry practice.  This protocol directs that center lines are no longer re-striped on local residential streets, except where necessary per State/Federal engineering guidance and the last 50 feet approaching controlled intersections.  Because center lines are no longer being installed, the City is taking this opportunity to propose additional street parking in this parking-impacted neighborhood through removal of some current parking restrictions.  Staff calculates that at least 11 new spaces can be made available along Reed St, Dixon Street, Herrin Street and Wollacott Street by modifying the parking restriction on portions of these streets to allow for additional public street parking, and is seeking input from the public and the Public Works, Safety, and Sustainability Commission (PWSSC) before proceeding with sign installation. 

 

BACKGROUND

The neighborhood analyzed is part of and known as the Golden Hills area, characterized by the preponderance of “tall and skinny” single-family homes on 25-foot-wide lots.  This means the majority of street frontage in the Golden Hills consists of driveway aprons, leaving little to no curb space for street parking.  Staff frequently witnesses resident, visitor, vendor, and delivery vehicles blocking driveways and sidewalks in this area due to the severe lack of public on-street parking. 

 

Local residential streets in this area are 28 feet wide, the same as others in the City’s northern neighborhoods.  Existing center line striping and signage has historically allowed for an eight-foot-wide parking lane on one side of the street, and two-way traffic utilizing the remaining 20 feet.  As mentioned, street frontage in Golden Hills is dominated by driveway aprons, rendering much of this space unusable for public parking.  Prior City practice included striping center lines along all streets, regardless of recommended best practice, but that is now being eliminated as streets are sealed with slurry or repaved. 

 

In Summer 2026, the City performed slurry seal maintenance application on many streets in the Golden Hills, opening up the opportunity to stripe the streets to current standards and reevaluate allowance of only single sided parking.  The streets included in this study include the entireties of Reed Street, Dixon Street, Herrin Street, and Wollacott Street.  Carver Street and Axenty Way were not included in this study because those one-way streets already allow parking on both sides where legally available.  Similar Golden Hills streets such as Steinhart and Goodman were also not included in this study as they were not slurry sealed in this project. 

 

The current approximate number of existing legal parking spaces provided on study streets, assuming 16-18 feet per parallel parking space along the curbs is as follows:

                     Reed Street (540 feet long) - Zero (0) spaces (northbound)

                     Dixon Street (970 feet long) - Eight (8) spaces (southbound)

                     Herrin Street (1,350 feet long) - 17 (southbound)

                     Wollacott Street (1,890 feet long) - 26 (southbound)

 

DISCUSSION

Staff analyzed the area for potential additional street parking spaces using double sided parking.  Because center lines are no longer being installed, the City proposes to remove "No Parking Any Time” parking restrictions, where not needed for other technical reasons, and to allow parking on the historical “no-parking” side of the street.  Staff analyzed the area for sight distance and potential traffic congestion/safety issues.  Staff found that allowing limited amounts of street parking on the historic no-parking side of the street could also create a traffic calming effect, such as midblock chokers or chicanes that force two-way traffic to maneuver around parked cars or share space with opposing traffic.  This practice and phenomenon already occur on these streets when residents and deliveries/vendors illegally park in front of driveways.  Staff calculates eleven additional spaces will be available with this change per the following:

 

                     Reed Street - Three (3) spaces near 1703 Reed St

                     Dixon Street - Two (2) spaces at 1732 and one (1) space at 1712 Dixon St

                     Herrin Street - Two (2) spaces at 1710 and two (2) spaces at 1740 Herrin St

                     Wollacott Street - One (1) space at 1538 Wollacott St

 

Parking on both sides of the street is already common on many streets of similar width in the area.  To achieve this on these blocks, staff will install only the 3-hour “No Parking” signs, which restrict parking for that period one day per week for street sweeping.  The proposed street sweeping schedule will avoid conflict with the restriction on the opposite side of the street and with trash collection days.  The proposed times are:

 

                     Reed Street southbound (Artesia to Ford) - Mondays 9am-12pm

                     Dixon Street northbound (Ford to Artesia) - Friday 9am-12pm

                     Herrin Street northbound (Carnegie to Artesia) - Mondays 9am-12pm

                     Wollacott Street northbound (Ford to Ormond) - Monday 9am-12pm

 

This proposal (Attachment 1) will require drivers to maneuver around potential parked cars (chicane effect) or create a midblock choker in the case of 1538 Wollacott St, also a traffic calming measure.  Attachment 2 shows examples of chicanes and midblock chokers. 

 

COORDINATION

Coordination of this report and associated analyses took place within the Public Works Department and the District 4 Councilmember.  Noticing of this meeting was provided to the residents within 150 feet of proposed parking spaces.
