EXECUTIVE SUMMARY
On March 11, 2025, the City Council awarded LCR Earthwork and Engineering, Corp. (LCR) a public works contract for $2,595,851 for the construction of the Residential Street Rehabilitation Project, Cycle 2, Phase 4, Job No. 40190 (Project). LCR’s work on the Project is now finished. During construction, staff issued two change orders that decreased the total amount by $191,810.95 (-7.4%), bringing the final contract amount to $2,404,040.05.
Staff recommends the City Council accept the Project as complete and authorize the release of the final retention amount of $120,202 to the contractor upon expiration of the 35-day lien period and there being no claims filed.
BACKGROUND
The Residential Street Rehabilitation Project is an on-going Capital Improvement Program to ensure continuing resurfacing and repair of residential streets. The routine implementation of the program in its periodic phases increases the life of the existing pavement and improves the ride of City streets and supports the City’s Strategic Plan goal of investing in the City’s infrastructure.
To minimize construction costs and disruption to residents, additional projects that are: identified by City Council, funded, are near the selected residential streets, or that use the same rehabilitation methods are often added to the project solicitation. Specifically for this Project, the deferred maintenance streets identified in District 5 and the Alley east of McBain Avenue, between Manhattan Beach Blvd and Beland Blvd, were included with this contract as a means to address the needed improvements in an expedient and cost-effective manner.
On December 17, 2024, the City Council approved plans and specifications for the Project, and authorized competitive bidding. Seven bids were received, and, on March 11, 2025, the City Council awarded LCR the Project contract in the amount of $2,595,851. During construction, staff issued two change orders which reduced the total contract amount by $191,810.95. The change orders included the abandonment of an unused City storm drain line, adjustments in bid item quantities and pricing, traffic signage modifications, and an assessment of liquidated damages for additional time between contract execution and project completion. The amount of the change order falls within the City Engineer’s authorization limit as established in the City’s Administrative Policies and Procedures (APP 14.1).
Construction is now finished, and the Project is ready for City Council to accept the work as complete and authorize the City Engineer to file a Notice of Completion with the Los Angeles County Registrar-Recorder's Office. Approval of the staff recommendation will conclude the administrative closeout of the construction contract and authorize the release of retention in 35 days, assuming no claims are made against the Project.
COORDINATION
This Project has been fully coordinated with the Public Works Engineering and Maintenance Divisions.
FISCAL IMPACT
Funds for the Project were appropriated in the adopted CIP. There is no fiscal impact associated with accepting the Project as complete.
