EXECUTIVE SUMMARY
Approval of this item would award an agreement to MC Electric to install 16 replacement street light poles along the beach bluff walking path between Veterans Park and Knob Hill Avenue. The existing poles have been in place for over 30 years and are badly deteriorated. MC Electric of Chino, California would perform the work for a cost ranging from $116,800 to $241,200, depending on the number of concrete foundations that require replacement. Including the cost for payment and performance bonds plus a 15% contingency, the total cost for the repair effort would not exceed $276,480.
BACKGROUND
The beach bluff pedestrian pathway located between Veterans Park and Knob Hill Avenue contains 16 street lights that illuminate the area after dark. The poles and lights have been in place for over 30 years and have significantly deteriorated due to the salty ocean air. The Public Works Department has purchased suitable replacement poles and fixtures, however, the City does not have sufficient personnel resources to install the new poles in-house at this time. Staff obtained the following cost proposal from MC Electric of Chino, California to install the new poles via outside contractor:
Installation of new concrete cap and light pole: $6,925 per pole
Installation of new concrete foundation and light pole: $14,700 per pole
Provide performance and payment bonds: $6,000
It is difficult to determine if the existing concrete foundations are in suitable condition to support replacement light poles until the current poles and concrete caps are removed. City staff will inspect each foundation once it is exposed to determine if it needs to be replaced and will direct the contractor to replace damaged foundations, where appropriate. Replacing the foundations requires significant labor and materials and increases the per pole location cost.
The cost for the work will range from $116,800 to $241,200, including the contractor providing performance and payment bonds. Staff recommends adding a 15% contingency to account for unforeseen conditions, which brings the not to exceed total to $276,480.
Also attached for Council’s approval is a resolution confirming that the light pole replacement qualifies as repair, rather than a Public Works construction project. Projects deemed to be repair instead of construction do not require a formal sealed bidding process, per the updated City Charter.

FISCAL IMPACT
The cost for a contract for replacement of the 16 light poles on the beach bluff walkway between Veterans Park and Knob Hill Avenue would not exceed $276,480, including the cost for bonds and a 15% contingency. $220,000 of funding is available in the Beach Bluff Pedestrian Light Path Replacement CIP Budget. Funding is also available in the Public Works Department’s annual operating budget to cover any costs in excess of the $220,000 specifically allocated for the work.
