EXECUTIVE SUMMARY

The Federal Bureau of Investigation (FBI) allows local, state, and federal law enforcement agencies to access the Jerry Crowe Regional Tactical Training Facility (JCRTTF), which includes a “live-fire” Shoot House.  This offers Police Department personnel an enhanced training experience that is not available through the Department’s other regional training options.  A Memorandum of Understanding (MOU) must be approved by both parties before Police Department personnel can utilize the facility. 

 

BACKGROUND

Located in Orange County, California, the JCRTTF offers training facilities and options uncommon at most firearm ranges.  The facility includes a “live fire” shoot house which differs from a traditional range by allowing for non-linear scenarios.  The ability for shooters to step off of a static line in a 360-degree shoot house adds a dimension of physical and mental challenge that will help train and condition Police Department personnel for the rigors of high-risk and violent encounters.  The ability to access the training options available at the JCRTTF will help the Department to meet the standards set by the California Peace Officer Standards and Training (POST), which emphasizes decision-making in firearms training that includes scenario-based exercises requiring officers to make quick decisions in realistic situations.

 

The FBI Los Angeles Field Office maintains no-cost MOU’s with approximately 130 outside law enforcement agencies that are eligible to utilize the facility.  Staff recommends Council approve the proposed MOU to ensure personnel in the Police Department are able to access this specialized training opportunity to enhance their tactical readiness for complex, real world, scenarios.

 

COORDINATION

The MOU was approved as to form, but not content, by the City Attorney’s Office, as it was derived from an FBI prepared template.

 

FISCAL IMPACT

There is no fiscal impact associated with this item.  Use of the federal training facility is free to the City.
