EXECUTIVE SUMMARY

On September 17, 2024, the City Council awarded Calpromax Engineering Inc., a public works contract for $1,041,335 for traffic signal modernization and upgrades included as part of the Artesia Boulevard Safety Improvements Project, Job No. 41330 (Project).  During construction, staff issued two change orders totaling $48,771.08.  These change orders brought the final contract amount to $1,090,106.08, and were within the $125,000 authorization limit of the City Engineer as memorialized in the City’s Administrative Policies and Procedures (APP 14.1).  Final expenditures for the Project totaled $1,090,106.08. 

 

The Project work performed by Calpromax Engineering Inc. is now complete and ready for City Council acceptance and authorization to release the final retention payment amount of $54,505.30 to the contractor upon expiration of the 35-day lien period and there being no claims filed. 

 

BACKGROUND

The Project included signal control replacements and traffic control upgrades at the following intersections along Artesia Boulevard:

 

                     Artesia/Aviation Way

                     Artesia/Green

                     Artesia/Rindge

                     Artesia/Slauson

                     Artesia/Vail

                     Artesia/Mackay

                     Artesia/Felton

 

The Project’s design was completed in 2024, and City staff coordinated the Project with personnel in the Los Angeles County Public Works Department, who maintain the signals along the Blvd.  The following upgrades were performed at each of the identified intersections:

 

                     Replaced aging signal controllers and conflict monitors with current LA County standard

                     Replaced aging and unreliable video detection systems

                     Rewired traffic signal cabinets

                     Replaced older protected-permissive 5-section left-turn signal heads with modern 4-section flashing yellow arrow (FYA) left-turn signal heads

                     Replaced all internally illuminated street name signs and traffic signal safety lights

                     Replaced existing U-turn signs

                     Replaced all pedestrian signal heads and push buttons with modern standard equipment

                     Added yellow retroreflective tape to all existing signal heads per current practice

                     Associated signage replacements

                     Installed new bicycle blue light detection feedback at Artesia/Rindge

                     Constructed significant median modification at Artesia/Rindge to improve line of sight

                     Revised signal timing with leading pedestrian intervals (LPI) and time-of-day based FYA operations based on collision history

 

On September 17, 2024, the City Council awarded Calpromax Engineering Inc., a public works contract for $1,041,335 for the work.  The field work for the Project commenced on September 15, 2025, after all equipment was procured and received.  The delivery of new traffic signal controllers, experiences long lead times of six months or more, and additional coordination was required with Los Angeles County Public Works to test and receive the approved controllers.  On March 24, 2026 the Project field work was reviewed by City and County staff.  All punch list items were addressed as of June 30, 2026 and the Project was determined to be complete. 

 

During construction, staff issued two change orders totaling $48,771.08, which addressed additional signage replacements, additional pedestrian signal head replacements, and unforeseen conduit and rebar removal.  These change orders brought the final contract amount to $1,090,106.08. 

 

Staff recommends that the City Council accept the Project as complete and authorize release of the final retention payment of $54,505.30 to the contractor upon expiration of the 35-day lien period assuming no claims are filed. 

 

COORDINATION

The Project scope and design were coordinated by the Engineering Services Division of the Public Works Department with the Los Angeles County Public Works Department.
