EXECUTIVE SUMMARY

On December 9, 2021 the Los Angeles County Metropolitan Transportation Authority (LACMTA) Board approved the Traffic Signal Communications and Network System Project and allocated $2,000,000 of Regional Measure M funds to the City of Redondo Beach.  The funding Agreement has a project completion date of June 30, 2022.  A portion of these funds were approved by the City Council to address completion of the Grant Avenue Traffic Signal Project, Project No. 41090.  The remaining funds are identified for traffic signal improvements on Torrance Blvd. and Manhattan Beach Blvd.  The first amendment extends the project lapsing date to June 30, 2024 to allow for completion of the above projects.

 

BACKGROUND

Measure M is a one-half cent sales tax approved by Los Angeles County voters in November 2016 to meet the transportation, highway, and transit needs of Los Angeles County. The City of Redondo Beach received $2,000,000 from LACMTA in Measure M Highway Program funds for the Traffic Signal and Network System project endorsed by the Infrastructure Working Group of the South Bay Cities Council of Governments (SBCCOG).

 

The grant funds are identified for upgrades to the City’s traffic signal system technology and the use of Intelligent Transportation Systems to enhance traffic signal infrastructure and allow for integration into an advanced traffic signal network/communications system.  Specifically, the funds are being used to construct the advanced traffic signal network/communications system along three roadway segments (Manhattan Beach Boulevard, Torrance Boulevard, and Grant Avenue) to install upgraded in-field traffic signal equipment to help monitor and modify traffic signal operations to streamline mobility and enhance traffic safety, and to add advanced communications in preparation of connected/automated vehicles.

 

On September 21, 2021, the City Council approved the use of a portion of the Traffic Signal Communications and Network project funds to supplement the funding deficiency of the Grant Avenue Traffic Signal Project, Job No. 41090, an eligible expense under the Measure M Regional Funded Traffic Signal Communications and Network System Project grant.

 

With approval of the amendment, the grant funding will be extended to June 30, 2024.  Construction for the Grant Avenue Traffic Signal Project is scheduled to be completed by December 2023.  The residual grant funds will be used for traffic signal improvements along Torrance Blvd. and Manhattan Beach Blvd.  Currently, LACTMA only allows Measure M funding agreements to be extended a single year at a time.  The final segment of the project (Manhattan Beach Blvd) is not expected to be completed by June 30, 2024, and staff expects another amendment to the funding Agreement will be required.

 

COORDINATION

The amendment was approved as to form by the City Attorney’s Office.

 

FISCAL IMPACT

The total allocation of the Measure M Highway Program funds to the City of Redondo Beach for Traffic Signal Improvements is $2,000,000.  The funding does not require a local match.  Funds are paid to the City on a cost-reimbursement basis.  There are no  new fiscal impacts associated with the proposed amendment however, since funds are reimbursable, if the funding agreement is not amended, the City would potentially risk forfeiting reimbursements for past Project expenditures.
