EXECUTIVE SUMMARY
With Decision Package #30, the City Council approved $87,000 in funding for planned replacement and new hire Personal Protective Equipment (PPE) as part of the FY 2024-25 Budget. PPE is the essential life safety gear required for firefighting. Fire Department staff was able to secure the necessary PPE from Municipal Emergency Services (MES) at a cost of $77,330.28.
BACKGROUND
Adequate PPE ensures that firefighters are equipped with the essential life safety gear required to execute their duties effectively while mitigating certain exposure risks. Cal-OSHA mandates that PPE be retired ten years after the date of manufacture. Per this requirement, 13 Department employees are due to receive replacement PPE. Additionally, four new employees have completed probation and are scheduled to receive their second set of PPE.
The PPE will be purchased from MES through the National Purchasing Partners GPO, RFP 1915/Contract #PS20070 for Firefighter PPE. The National Purchasing Partners Government Division (NPPGov) uses a Lead Public Agency to solicit and award contracts through a competitive public request for proposal (RFP) process. Piggybacking language is inserted into the resulting contract, allowing other member agencies to access preferred rates for public procurements. MES is a national vendor that successfully responded to the RFP and was awarded a contract for the Firefighter PPE set forth by the League of Oregon Cities, which serves as the NPPGov Lead Public Agency. Using the piggybacking provisions of the contract, the City is able to access preferred pricing for the PPE and satisfy the City’s competitive procurement guidelines.
COORDINATION
The Fire Department coordinated this item with the Financial Services Department.
FISCAL IMPACT
$87,000 of funding was approved as part of the FY 2024-25 Fire Department Budget through Decision Package #30 for the replacement of PPE. The cost of the proposed PPE purchase is $77,330.28.
