EXECUTIVE SUMMARY

City Council awarded a construction contract for the Kingsdale Avenue Resurfacing (Between Grant Avenue and 182nd Street) Project, Job No. 40880 (Project) to Sequel Contractors, Inc. on June 3, 2025.  The Project also requires construction management and inspections services.  City staff obtained proposals from three potential firms for these services.  Southstar Engineering & Consulting, Inc. (Southstar), who the City has a contract with for construction management services for the Aviation/Artesia Northbound Right-turn Lane Project #40780, offered the best combination of price and expertise.  Southstar has been professional and responsive during the turn lane project, and staff is recommending contracting with them for the Kingsdale Project as well. 

 

With approval of the proposed amendment, Southstar would perform construction management, daily inspection, and construction reporting services for the Kingsdale Ave. Resurfacing Project.  Southstar’s services would help ensure all requirements of the Project plans and specifications are met and that the Project is completed in a timely, safe, and professional manner. 

 

BACKGROUND

The Project is designed to rehabilitate pavement on Kingsdale Avenue from Grant Avenue to 182nd Street using a full depth reconstruction method.  This portion of Kingsdale Avenue is a primary corridor for bus and transit vehicles, and serves critical commercial areas.  The Pavement Condition Index for this portion of the roadway averaged 13 prior to a temporary overlay treatment, which makes a grind and overlay process inadequate to meet the needs of a roadway used heavily by bus and truck traffic.  Therefore, it is necessary to do a full depth replacement to improve the long-term quality of the driving surface. 

 

Construction is expected to begin this month and is estimated to take about fifty (50) working days to complete. 

 

City staff solicited proposals from consulting services firms for providing construction management and inspection services for the Kingsdale Avenue Resurfacing project during the construction contract procurement phase.  Out of three prospective proposers, Southstar offered the best combination of price, experience, and expertise.  In addition, they have been very responsive during the preconstruction phase of the Aviation/Artesia Northbound Right-turn Lane Project #40780 and have helped the City deliver that project effectively. 

 

If approved, the proposed amendment would add $145,600 to the contract, increasing the total not to exceed amount to $418,226 for the term September 16, 2025 to August 5, 2026, with a possible extension for one additional year with written approval from the City.  The cost of this project is fully funded by local return Prop C funding available in the Kingsdale Resurfacing Project account. 

 

COORDINATION

Development of the Project Plans and Specifications was coordinated by the Public Works’ Department Engineering Services Division.  The Project was further discussed with the City of Torrance for introduction of a crosswalk and curb ramp on 182nd Street.  Construction of the Project will be coordinated with the Transit Division to accommodate bus traffic.  The City Attorney’s Office approved the amendment as to form. 

 

FISCAL IMPACT

Funding for the $145,600 amendment is available in the Kingsdale Ave. Resurfacing Project account through local return Prop C monies.
