EXECUTIVE SUMMARY
The City’s Capital Improvement Program includes $100,000 from the John Parsons Public Art Fund (JPPAF) for public art installations along the Esplanade. Staff recommends the City Council approve an agreement with Deborah Collette and Patrice Linnett, aka dp mosaics, to use a portion of these funds to install mosaic panels on the existing bollards along the Esplanade walkway, consistent with the Esplanade Art Subcommittee (Subcommittee) and the Cultural Arts Commission’s (Commission) recommendation. The project would add two matching mosaic panels to each bollard, completing all four sides, and provide a finished appearance consistent with the original art design. If approved, installation would be completed by February 1, 2027 for a cost of $15,400.
BACKGROUND
In order to begin utilizing the $100,000 allocated from the JPPAF for projects along the heavily used Esplanade walkway, the Commission created a Subcommittee to research and recommend future art installations in that area.
At the Commission’s regular meeting on April 22, 2026, it considered the Subcommittee’s recommendation to have dp mosaics, a local artist duo consisting of Patrice Linnett and Debbie Collette, create a series of 1.5 square foot mosaic panels to be installed on the existing bollards along the Esplanade. Currently, there are 22 bollards along the walkway that were partially adorned with mosaic panels on two sides by dp mosaics in 2016. Unfortunately, due to budgetary limitations at the time, the other two sides of the bollards could not be completed. Included below is a street view of the existing bollards, noting the previously installed mosaics and the adjacent areas that are currently unfinished.
The proposed agreement would provide for the installation of two additional mosaic panels on each of the existing bollards to complete the design on all four sides. The designs would be similar to the existing panels and would provide a finished look to the bollards. The total cost is $15,400 and, if approved, the mosaics would be installed by February 1, 2027. Staff recommends the City Council approve the proposed Agreement with dp mosaics.
The Subcommittee will continue to research and provide future recommendations for public art projects along the Esplanade that could utilize the balance of the available funds allocated to the project account.
COORDINATION
The Community Services Department coordinated this item with the Public Works Department as well as the City Attorney’s Office to draft the proposed Agreement.
FISCAL IMPACT
The Esplanade Art Project budget includes an allocation from the JPPAF totaling $100,000. The proposed Agreement with dp mosaics, totaling $15,400, would utilize a portion of the project funds, leaving a remaining balance of $84,600.
