EXECUTIVE SUMMARY
Given the continued success of Homeless Court and the Motel and Single Room Occupancy (SRO) units, the South Bay Cities Council of Governments (SBCCOG) has awarded Redondo an additional $339,150. Staff recommends that the City Council approve the Memorandum of Understanding (MOU) and resolution to appropriate the grants to the Fiscal Year’s budget.
BACKGROUND
On November 5, 2024, Los Angeles voters approved Measure A, which is a half cent of sales tax to address homelessness with housing and services. On March 25, 2025, the Board of Supervisors adopted the Local Solutions Fund (LSF) funding formula as part of the Measure A requirements, which is based 90% on a region’s Point-In-Time Homeless Count over a two-year average and 10% on a region’s low-income population percentage. Based on this formula, the SBCCOG is projected to receive $3,048,204 in the first year (FY25/26).
The SBCCOG has outperformed most other regions in Los Angeles County in resolving instances of homelessness, so the SBCCOG anticipates our region’s LSF funding will decrease over time due to the homeless count component of the funding formula.
In addition to LSF funding, the SBCCOG will also receive funding from the Los Angeles County Affordable Housing Solutions Agency (LACAHSA) as an eligible jurisdiction per SB 679. The SBCCOG anticipates roughly $11 million annually in funding for (1) housing production, preservation, and ownership; (2) renter protection and homeless prevention; and (3) technical assistance. With this programming, the SBCCOG expects to reduce the inflow of households into homelessness and make housing more affordable for vulnerable households.
Homeless Court has continued to be a successful prosecution-led diversion program, permanently housing 94 individuals. Attendance remains high at 77%, and recidivism remains low at 7%. On August 12, 2025, the Mayor and City Council approved to extend the previous SBCCOG grant for the SRO beds and motel stays. Currently, all SRO rooms are occupied and the City has a 48% exit rate to permanent housing. For comparison, the exit rate from interim shelter to permanent housing in all of SPA 8 and the County is 17%.
The SBCCOG is now awarding the City with new grants of $100,000 for Homeless Court and $239,150 for up to 18 SRO beds and motel stays. Staff recommends the City Council approve the MOU and resolution to appropriate the grants to the Fiscal Year’s budget.
COORDINATION
The City Attorney’s Office coordinated with the SBCCOG to execute the MOU and the Finance Department for the budget resolution.
FISCAL IMPACT
Approval of this MOU and resolution will appropriate $339,150 of the grant to be used for Homeless Court and the SRO beds and motel stays.
