EXECUTIVE SUMMARY
This item provides for the first reading and adoption of a number of ordinances prepared to update sections of the Redondo Beach Municipal Code (RBMC) related to City Commissions. The changes were first introduced by the Mayor on September 2, 2025, then refined by a Council Subcommittee of Mayor Pro Tem Behrendt and Councilmember Obagi, and discussed again by the City Council on September 9, 2025 and September 16, 2025.
The ordinances proposed with this report reflect the subsequent and collaborative updates made by Mayor Pro Tem Behrendt, the Mayor, the City Attorney’s Office, relevant Commission liaisons, and City staff. The documents presented for City Council consideration include:
• Ordinances revising the RBMC to incorporate approved revisions to the following:
• Uniform Regulation of Commissions
• Public Works and Sustainability Commission
• Harbor Commission
• Planning Commission
• Budget and Finance Commission
• Cultural Arts Commission
• Public Amenities Commission
• Historic Resources Preservation Commission
The proposed updates would ensure consistency across City Commissions, clarify the roles and responsibilities of Commissioners, and simplify the administration of City Commissions, which provide a vital conduit for public participation in the City’s decision-making process.
BACKGROUND
The proposed Ordinances represent a continuation of efforts initiated by Mayor Light in 2024 to enhance the City’s Commission structure by consolidating, amending, and eliminating Commissions to more accurately reflect the current needs of the City. Several changes have already been made, including:
• Consolidating existing City Commissions
• Expanding Commissions’ ability to cancel their next regularly scheduled meeting as needed
• Consolidating functions from unstaffed City Boards to active Commissions
• Revising the composition and qualifications for the Youth Commission
• Dissolution of the Public Safety Commission, with safety-related responsibilities proposed for reassignment to the Public Works and Sustainability Commission
This item provides the City Council an opportunity to further refine the RMBC with respect to the Uniform Regulations of Commissions, Public Works and Sustainability Commission, Harbor Commission, Budget and Finance Commission, Cultural Arts Commission, Public Amenities Commission, and clean-up to update references to Historic Resources Preservation.
These items were discussed on September 2, 9, and 16, 2025, with the results of these proceedings being reflected in the Ordinances currently being presented for consideration of approval.
If approved, the proposed Ordinances would revise the RBMC to reflect the current duties and responsibilities of the City’s appointed Commissioners in an effort to clarify expectations, simplify administration for these vital public bodies, and ensure their success moving forward.
The changes are designed to strengthen the governance framework for City Commissions, promote transparency, and ensure consistency across all advisory bodies.
