EXECUTIVE SUMMARY
In January 2024, Congressman Ted W. Lieu announced he secured nearly $6 million in federal funding for various community projects in the South Bay. These federal resources are administered by the U.S. Department of Housing & Urban Development (HUD) and are typically utilized to support infrastructure improvements. City staff identified the deteriorating conditions of the existing waterside dock infrastructure in Basin III as a candidate for the grant funds. Staff submitted a proposal in March 2024 that was approved by HUD for $1,466,279 in grant funding to upgrade 58 existing slips in Basin III. The proposed improvements would refurbish a portion of the existing docks on a like-for-like basis, repair gangways, upgrade electrical and waterline utilities serving each slip, and replace existing security gates. These improvements would directly enhance safety, operational reliability, and community access to King Harbor while sustaining the economic and recreational benefits that the Harbor provides.
BACKGROUND
The Basin III dock system is a vital piece of infrastructure serving both commercial and recreational boaters. With 58 slips and 4 larger dock areas, Basin III is the smallest basin in King Harbor and is the only basin that is not a part of a master leasehold. As such, general maintenance obligations are the responsibility of the City. The current facilities have become severely outdated and deteriorated. The conditions limit functionality, reduce reliability, and limit the slip rate the City can charge renters. As such, a dock rehabilitation and utility upgrade project is needed to preserve access and to maintain a safe and sustainable harbor.
In March 2024, staff submitted a grant application to HUD and, in May 2025, the City received confirmation that the City’s funding request had been approved. HUD provided a final grant agreement awarding the City $1,466,279 to fund the necessary improvements. The grant award will fund upgrades for the 58 slips, which includes refurbishment of a portion of the docks and pile guides, replacement of four gangways, new security fences and gates with programmable key fob entry, upgrades to the electrical infrastructure with new dock boxes, power receptables, and breaker panels, and replacement of the water lines that serve each slip and fire hose boxes.
Of particular note are the proposed upgrades to the electrical utilities that are currently provided to all 58 slip renters by one large power receptable with a single meter. The improved electrical utilities will provide individual meters at each slip, allowing the City to accurately pass on electrical costs to the slip renters. These upgrades will extend the lifespan of harbor facilities, improve operational efficiency, and ensure compliance with modern safety standards.
At this time, staff is requesting Council approve a resolution to accept the HUD Grant Agreement and authorize the City Manager, or designee, to administer the Agreements as well as authorize a FY 2025-26 budget modification resolution to allocate $1,466,279 in grant funding to complete the planned upgrades in Basin III, including preparation of necessary repair plans and specifications, submittal of necessary building permits, and construction.
COORDINATION
The Grant Agreement and Resolutions have been reviewed and approved as to form by the City Attorney’s Office.
FISCAL IMPACT
The grant funds will provide $1,466,279 for the purposes of refurbishing deteriorating docks and associated infrastructure in Basin III.
