EXECUTIVE SUMMARY
California Water Service Group (Cal Water) provides an annual Firefighter Grant Program that awards charitable donations to “offset costs associated with fire protection efforts, life-saving equipment, and training.” The Fire Department applied for this award and received a $38,400 donation to support its cognitive performance coaching program for the Fire and Police Departments, facilitated by Sharp Performance, Inc. (Sharp Performance).
Approval of this item would fund 50% of the Fire Department’s cost to utilize the Sharp Performance program for three years.
BACKGROUND
Sharp Performance provides a unique platform that consolidates coaching, training, and customized resource management exclusively designed for high-risk professionals. The platform’s content and methodologies are rooted in evidence-based practices developed with the U.S. Military’s Special Operations teams and are uniquely adapted to meet the needs of first responders. Users connect with a roster of highly-trained performance coaches, each experienced in working with individuals operating in high-stress environments. Their approach is proven to resonate with public safety personnel, and seeks to build a supportive culture that encourages individuals to seek help without fear of stigma.
The City Council approved a one-year agreement with Sharp Performance on December 3, 2024, with an additional one-year extension approved on August 19, 2025. Since initiating the program, all sworn staff have completed training on how to utilize the platform. Feedback has been positive and both Departments plan to utilize the service into the future.
In September of 2024, the Fire Department applied for Cal Water’s Firefighter Grant Program to offset the Fire Department’s portion of the Sharp Performance cost for a three-year period. Cal Water indicated in December 2024 that they could support 50% of the total projected three-year cost of $76,800. As such, Cal Water provided a $38,400 funding grant to the Fire Department in June 2025. Approval of this Resolution would authorize these funds to be appropriated in the Fire Department’s FY 2025-26 Operating Budget.

FISCAL IMPACT
The donation would be used to fund $38,400 of the $76,800 three-year cost of the Sharp Performance agreement for Fire Department personnel.
