EXECUTIVE SUMMARY
On March 4, 2025, the City of Redondo Beach conducted an all-mail ballot General Municipal Election which included Measure CAP to amend the Charter related to legal notices. Measure CAP was submitted to the voters and approved with 84.63% of the vote. The measure proposed revisions to Article IX, Section 9.15 Ordinance, Publication; Article XVII, Section 17.9 Budget Hearing and Adoption; and Article XIX, Sections 19 Public Works, contracts and 19.5 Legal notices, contract for publication, relating to the methods by which legal notices are required to be published.
To implement these Charter amendments and ensure consistent public notification, the City Council must officially designate at least three public locations where legal notices will be physically posted.
Proposed Designated Posting Locations:
• North Branch Library - 2000 Artesia Boulevard
• City Hall Bulletin Board - 415 Diamond Street
• Alta Vista Park & Community Center - 715 Julia Avenue
Other Alternative Locations:
Perry Park Senior Center, Anderson Park Senior Center, and Dominguez Park. However, Public Works would need to add a bulletin board for posting at these locations if designated.
The City Clerk’s Office would be responsible for posting the notices at the designated locations within 24 hours after the completion of a City Council meeting when an ordinance is adopted.
BACKGROUND
Prior to the approval of Measure CAP, the Charter required legal notices including ordinances, budget hearing notices, and certain Public Works and contract notices to be published exclusively in the City’s official newspaper.
Measure CAP now authorizes alternative methods such as:
• Posting notices in at least three designated public locations; and
• Posting notices on the City’s official website. This current practice would continue with legal notices are uploaded and available to the public at www.Redondo.org/legalnotices <http://www.Redondo.org/legalnotices>.
These publication options may be used in lieu of newspaper publication when the matter pertains solely to municipal affairs.
COORDINATION
The item was coordinated with the City Manager’s Office, Library, Community Services, and the Public Works Department. The City Attorney’s Office approved the Resolution as to form.
