EXECUTIVE SUMMARY
Approval of the Reimbursement Agreement with South Bay Center SPE, LLC will allow for continuation of the current supplemental patrol service model at the South Bay Galleria through June 30, 2026. The current service model was first approved by the City Council in April of 2016 and shifted supervision of Redondo Beach Police Officers assigned to the South Bay Galleria from South Bay Center SPE, LLC management, to the Police Department. The updated service model has proven to be beneficial to both parties.
BACKGROUND
In 2016, the Police Department, City Manager's Office, and City Attorney's Office worked with Forest City Enterprises (the previous ownership group for the South Bay Galleria) to create a more effective security agreement. This Agreement ensured the need for police services was met and that the interests of both parties were better protected by shifting employment and oversight of the assigned police officers from South Bay Galleria Security Management personnel to the Redondo Beach Police Department.
By working cooperatively with Galleria Management to define the best policing practices for the property, the Police Department has improved overall security at the mall, while being able to more efficiently control the use of supplemental police officers. The staffing of the Galleria is a critical component of the Police Department's daily deployment of resources. The current model allows the Police Department to provide an appropriate presence at the facility without compromising citywide patrol services. It is in the best interest of the Police Department, and the community, to continue the Agreement.
COORDINATION
The Police Department coordinated the preparation of this item, and the City Attorney's Office approved the Agreement as to form.
FISCAL IMPACT
Per the Agreement, South Bay Center SPE, LLC will reimburse the City of Redondo Beach up to $90,000 annually for deployed personnel expenses for a total amount not to exceed $180,000 over the two-year term. The City will provide a $30,000 credit per service year, for a total two-year contribution of Police Services of $60,000. Funding for the City's staffing contribution is available in the Police Department's annual operating budget.
