EXECUTIVE SUMMARY

The North Redondo Beach Bikeway, a concrete multiuse path situated within Southern California Edison’s (SCE) transmission line right of way, spans multiple assessor parcels in north Redondo Beach.  Currently, the bikeway connects the 2500 block of Robinson Street to the 1600 block of Felton Lane.  To support the City’s strategic planning goal of assessing, prioritizing, and planning for open space acquisition, the North Redondo beach Bikeway Extension Project, Job No. 41250, will extend the bikeway and pedestrian paths from Felton Lane to Inglewood Avenue through two SCE right-of-way parcels.

 

The Project plans were approved by the City Council on December 17, 2024 and advertised for competitive bidding.  Staff’s recommendation to adopt a resolution to award the Project to KASA Construction, Inc. (KASA), the low bidder, in the amount of $1,454,853 will allow the Project to move forward to the construction phase.  Before construction can commence, the contractor is responsible for preparing a Stormwater Pollution Prevention Plan and obtaining a Construction Stormwater General Permit from the California State Water Resources Control Board.  Allowing time to complete the permitting process, construction is expected to begin in early Summer 2025 and to be completed in 90 working days.

 

BACKGROUND

After a lengthy design and SCE review process, City Council approved the Project plans and specifications and authorized the City Clerk to advertise the Project for competitive bids on December 17, 2024.  The Project was advertised on January 16, 2025, and eight bids were received and publicly opened on February 12, 2025.  After reviewing the bids, KASA, with a bid of $1,454,853, was found to be the lowest responsible bidder.

 

Staff reviewed the bids, checked references, and verified qualifications of the apparent lowest bidder, KASA, and found that all of their stated licenses are active and valid.  As such, City staff has determined KASA to be a responsible bidder with the lowest responsive bid for this Project.

 

Therefore, it is recommended that City Council adopt a resolution to award KASA a contract in the amount of $1,454,853 for the Project.  Construction of the Project is anticipated to be completed within 90 working days following receipt of the Notice to Proceed, which will be provided after the contractor obtains the required stormwater permit from the CA Water Resources Board.

 

COORDINATION

The Project was coordinated between the Public Works Engineering and Parks Maintenance Divisions.  The City Attorney’s Office approved the Resolution as to form.

 

FISCAL IMPACT

To date, a total amount of $1,600,000 has been awarded through Metro Measure M regional funds to construct the North Redondo Beach Bikeway Extension.  Metro has initiated the Funding Agreement for the $1.6M, which will be presented to City Council for consideration of approval in April 2025.  Additionally, Metro has notified staff that the City can move forward with awarding the construction contract prior to the Funding Agreement’s execution. 

 

Prior to receiving bids for the Project, City staff requested an additional $600,000 of Regional Measure M Program funds, through the South Bay Cities Council of Governments (SBCCOG), to ensure that sufficient contingency funds would be available to complete the work.  This request is scheduled to be considered by the Metro Board in September 2025.  If approved, it would increase the total Project construction budget to $2,200,000, and provide additional funds to address unforeseen construction conditions, if needed.
