EXECUTIVE SUMMARY
On November 5, 2024, Redondo Beach voters approved Measure FP, a general obligation (GO) bond measure that authorized the issuance of $93,350,000 in funding to support the construction, improvement, and renovation of City public safety facilities and related infrastructure. Ordinance No. 3274-24 formalized the authority and conditions under which the bonds may be issued and established a requirement for the City to establish a citizens’ oversight committee. The Measure FP Citizen’s Oversight Committee (Committee) is expected to support public accountability and provide transparency on the annual expenditures associated with completion of the Measure FP projects, which include the replacement of Fire Stations 1 and 2, the rebuilding of the Main Police Station, and renovation of the Police Annex Facility.
BACKGROUND
Since voter approval, the City has completed the initial strategic planning phase for the projects and is currently engaged in preconstruction and design development work which requires significant expenditure. In order to fund this work, and the subsequent construction of the projects, staff plans to issue the approved GO Bonds in the next few months. As a precursor to the bond issuance, staff recommends the City Council establish the Measure FP Citizens’ Oversight Committee.
The Committee, as proposed in the recommended Resolution, would be formed as a temporary advisory body that is focused strictly on evaluating expenditures that have already taken place. The Committee would not participate in project approval, vendor or contract decisions, expenditure authorization, legal matters, or bond sales. These responsibilities would remain with the City Council and City staff, consistant with practice for regular City business.
Staff also recommends the Committee consist of five members appointed by the City Council. In order to be eligible for appointment, an individual must be a Redondo Beach resident, at least 18 years old, and be a registered voter. Experience in municipal finance, auditing, capital project budgeting, or similar fields is strongly preferred. Members would be required to comply with ethics and conflict-of-interest rules and may not hold City employment, City office, or serve in contractor or consultant roles for the City.
Committee Members would be appointed through a public application and nomination process and serve without compensation for a term of four years. The Committee is expected to meet at least once per year, but no more than quarterly. Meetings would be public and held on City premises under Brown Act requirements and the Committee would elect a Chair and Vice-Chair at its first meeting for an initial two-year term.
The Committee would review and report on the use of Measure FP bond proceeds to ensure funds are spent solely for voter-approved purposes. As noted, the Committee would operate under the requirements of the Ralph M. Brown Act, and the City of Redondo Beach would provide the necessary administrative staff support to ensure the Committee’s proper meeting facilitation and success.
The Committee would provide an annual report for the City Council summarizing their activities for the previous fiscal year and verify compliance with Measure FP spending requirements. The Committee is set to automatically disband upon submission of the final annual report documenting the full expenditure of all Measure FP bond proceeds.
Staff recommends the City Council approve the Resolution to establish the Measure FP Citizens’ Oversight Committee as proposed.

This item was coordinated by the City Manager’s Office with the City Treasurer and the Financial Services Department. The Resolution was prepared and approved by the City Attorney’s Office.
FISCAL IMPACT
There is no fiscal impact associated with this item. The expenses related to the establishment and administration of the Measure FP Citizen’s Oversight Committee are included in the supporting Departments’ annual operating budgets.
