EXECUTIVE SUMMARY

In September 2019, the City Council approved a Memorandum of Understanding (MOU) with the Redondo Beach Unified School District (RBUSD) to provide $100,000 of funding per year to support the cost of an additional School Resource Officer (SRO) position.  Subsequent amendments to the agreement extended the District’s contribution to SRO services through June 2025.  The SRO program enhances campus safety, improves incident response, strengthens the Police Department’s relationships with students and school personnel, and supports the Department’s Vision Statement, “We Are the Community - Leading the Way in Law Enforcement.”

 

On June 10, 2025, a proposed third amendment to the agreement was considered, but not executed by the City.  Following collaborative discussions with RBUSD officials, the City proposes a new MOU with the District that would extend the SRO partnership through June 2027, increase the District’s annual contribution amount to $200,000 per year, and continue the positive engagement between the Redondo Beach Police Department and school community.

 

BACKGROUND

The Redondo Beach Police Department has provided police services for RBUSD for several years by dedicating a Police Officer to serve as a SRO.  The SRO has served as the primary responder to calls for service on RBUSD campuses and has played a key role in enhancing school safety, communication, and engagement with students and staff. 

 

In 2018, the Police Department added a second Police Officer to the SRO unit to support middle and elementary school campuses.  Although SRO duties are the primary assignment for these two positions, either officer may be reassigned to other lawenforcement responsibilities in the City based on priority staffing needs.

 

On September 3, 2019, the Redondo Beach City Council approved an MOU between the City and RBUSD to partially fund one SRO dedicated to Redondo Union High School.  Under that Agreement, RBUSD contributed $100,000 annually to support the position.  This MOU expired on June 30, 2025 after subsequent amendments.

 

The new Agreement continues the collaborative partnership between the City and RBUSD with a focus on maintaining safety across all school sites.  Under the proposed Agreement, RBUSD would provide $200,000 annually to support two SRO positions, with one assigned to Redondo Union High School and the second assigned to school sites as determined by the Police Chief, in consultation with RBUSD.  This structure ensures continued dedicated support for school safety while maintaining flexibility to meet operational needs.

 

If approved by the City Council, the MOU would be executed by the City and presented to the RBUSD Board of Education at their February 24, 2026 meeting for consideration of District approval.

 

COORDINATION

The City Manager’s Office collaborated with RBUSD officials to negotiate the new Agreement.  The Police Department reviewed the Agreement for operational accuracy and the City Attorney’s Office approved the Agreement as to form.

 

FISCAL IMPACT

The total cost of one SRO position is approximately $200,000 per year.  RBUSD has agreed to provide $200,000 annually to offset the City’s cost for the two SRO positions.  The remaining salary costs are included in the Police Department’s annual operating budget.
