EXECUTIVE SUMMARY

On December 9, 2025, the City Council selected the final design for the King Harbor Gateway Sign Replacement project, which includes the City’s new logo, and directed staff to initiate procurement.  Staff selected San Pedro Sign Company (SPESCO) to manufacture, install, and paint the King Harbor Gateway Sign.  Staff recommends the City Council approve the proposed Agreement with SPESCO to execute the project.

 

BACKGROUND

Following City Council’s direction on the final design, staff began procurement for a sign manufacturer/installer and painting contractor.  Per Redondo Beach Municipal Code 2-6.1.09, “public projects over $60,000 to $200,000 may be let to contract by informal bidding procedures pursuant to Section 2-6.1.03 (Informal Bidding).”  In accordance with this requirement, staff requested written quotes from multiple licensed and qualified contractors.  Based on the responses received, staff selected SPESCO. 

 

SPECSCO is a full-service electrical sign manufacturer and installation firm based in Wilmington, CA and is known for producing a wide range of custom signs for both private clients and public agencies.  The firm fabricated the San Pedro gateway sign on Sixth Street, the marquee for Torrance’s THE ATTIC Teen Center, and the King Harbor Gateway Sign, which they refurbished in July 2004 and again in August 2015.

 

Per the Agreement, SPESCO will be responsible for replacing the arched illuminated sign panels, updating the lower signage, and repainting the sign poles and supporting structure.  At their December 9, 2025 meeting, the City Council approved updating the lower signage to read: “PIER HOTELS RESTAURANTS SEASIDE LAGOON FISHING.”  The project is expected to begin in August 2026, with anticipated completion by November 2026.  Final completion is dependent on weather, due to the project’s exposed exterior painting requirement.  SPESCO is also tasked with preparing a traffic control plan that is subject to City approval.

 

The contract with SPESCO as proposed includes the design, and incorporation of the City’s new logo, approved by City Council at the December 9th meeting.  SPESCO has stated that the City could, in the alternative, elect to refresh the sign’s existing graphic at no additional charge.  As noted at the December meeting, and only exacerbated since, the King Harbor Sign is in a state of disrepair and needs to be replaced as soon as possible.  Accordingly, staff recommends approval of the contract with SPESCO to implement the sign replacement and repainting project. 

 

COORDINATION

The City Manager’s Office coordinated with the Public Works Department to prepare this report.  The City Attorney’s Office approved the Agreement as to form.

 

FISCAL IMPACT

The cost to refurbish the King Harbor Gateway Sign is $158,786.24, which includes a 10% contingency.  Funding is available in the FY 2026-27 Capital Improvement Program Budget as part of the Repainting King Harbor Gateway Sign Project Account #41400.
