EXECUTIVE SUMMARY
The City has an agreement with Southstar Engineering & Consulting, Inc. (Southstar) to provide construction management and inspection services for two roadway projects, including the Kingsdale Avenue Resurfacing (Between Grant Avenue and 182nd Street) Project, Job No. 40880 (Project). Southstar’s services ensure that all requirements of the Project plans and specifications are met and that the Project is completed in a timely, safe, and professional manner.
Additional construction management and inspection services are necessary for the Project due to weather delays and additional pavement construction required at the Transit Center driveways to reduce impact to bus operations. The cost for the additional scope of work is $14,980 (10% increase for this Project), calculated using contracted hourly rates. Approval of the second amendment to the Agreement with Southstar would bring the total cost of construction management and inspection services to $160,580 and provide sufficient compensation for completion of the Project.
BACKGROUND
The Project is designed to rehabilitate pavement on Kingsdale Avenue from Grant Avenue to 182nd Street using a full depth reconstruction method. This portion of Kingsdale is a primary corridor for bus and transit vehicles and serves important commercial sites.
On June 3, 2025, the City Council awarded the construction contract to Sequel Contractors, Inc. for $1,151,000. Construction started in early October 2025 and was estimated to take 50 working days to complete. However, due to prolonged rain, construction had to be stopped periodically considering the safety of the vehicle and pedestrian traffic. The revised completion date is now late February 2026.
City staff solicited proposals from consulting services firms to provide construction management and inspection services for the Project during the advertisement phase. Out of three prospective proposers, staff recommended Southstar as they provided the best combination of price, experience, and expertise to perform the requested services. In addition, Southstar had been very responsive during the pre-construction phase of the Aviation Boulevard at Artesia Boulevard Intersection Improvements (Northbound Right Turn Lane Project), Job No. 40780, the other roadway project included in the Agreement.
If approved, the proposed amendment would add $14,980 to the contract with Southstar, increasing the total not-to exceed amount to $433,206 for all projects. The cost for the Kingsdale Project is fully covered by local return Prop C funding available in the Project account.
COORDINATION
The development of the project plans and specifications were coordinated by the Public Works Department, Engineering Services Division. The Project was further discussed with the City of Torrance for introduction of a crosswalk and curb ramp on 182nd Street. The work has also been coordinated with the Transit Services Division to accommodate bus traffic during construction. The City Attorney’s Office approved the proposed amendment as to form.
FISCAL IMPACT
Funds for the Construction of the Project, including the Second Amendment, are available through the City’s local return Prop C allocation and are restricted to transportation related activities.
