APPROVE THE SECOND FUNDING AMENDMENT FOR PROJECT #9200000000M460209 BETWEEN THE CITY OF REDONDO BEACH AND THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY FOR THE NORTH REDONDO BEACH BIKEWAY EXTENSION - INGLEWOOD AVENUE PROJECT NO.41260

end

EXECUTIVE SUMMARY

The Los Angeles County Metropolitan Transportation Authority (Metro) Board approved a $4,000,000 increase to the amount of Regional Measure M funds provided for the North Redondo Beach Bikeway (NRBB) Extension - Inglewood Avenue Project, Job No. 41260 (Project).  The Project (not to be confused with the recently completed extension of the bike path from Felton Lane to Inglewood) will extend the North Redondo Beach Bikeway on the Southern California Edison right of way from its newly finished terminus at Inglewood Avenue, southward on the west side of Inglewood Avenue to the intersection with Grant Avenue.  The Project also includes pedestrian improvements, reconstruction of curb ramps, and the development of a mobility hub at the southeast quadrant of the intersection.  Amendment No. 2 to the Funding Agreement increases the total project budget to $5,735,000 and includes a completion date of Summer 2027.

BACKGROUND

Measure M is a one-half cent sales tax approved by the Los Angeles County voters in November 2016 to meet the transportation, highway, and transit needs of Los Angeles County.  The South Bay Cities Council of Governments (SBCCOG) initially approved the design of the project for $200,000, which was approved by Metro on September 15, 2021.  Subsequently, on July 28, 2022, the SBCCOG amended the Fiscal Year 2022-2023 Measure M Multi-Year Regional Programs and approved an amendment to add $1,535,000 to the Project for updated design and ROW acquisition.  On September 17, 2025, the Metro Board approved the programming of an additional $4,000,000 to the North Redondo Beach Bikeway Extension - Inglewood Avenue Project for final design and construction.

The North Redondo Beach Bikeway Extension is part of the South Bay Subregion Measure M Multi-Year Subregional Plan - Transportation System & Mobility Improvements Program.  The Project will install a Class IV bikeway and extend the North Redondo Beach Bikeway along the west side of Inglewood Avenue from the SCE right-of-way to Grant Avenue.  In addition, the Project includes intersection improvements, such as new curb ramps and striping, as well as construction of a mobility hub at the southeast quadrant.  The mobility hub will include landscaping, light poles, interpretive panels, and site amenities such as bicycle racks, bicycle repair stations, and a water fountain.

The tasks included in the funding agreement are ROW acquisition, development of conceptual plans, community outreach, preparation of final plans and specifications, and construction.  The ROW at the southeast corner has been purchased by the City, and design of the project has begun.  With approval of the Funding Agreement, final design of the North Redondo Bikeway Extension - Inglewood Avenue to Grant Ave. will continue, with construction anticipated to start in November 2026.

COORDINATION

The City Attorney’s Office approved the Agreement as to form.

FISCAL IMPACT

Approval of the amendment will result in an additional $4,000,000 of Regional Measure M Funds for completion of the North Redondo Beach Bikeway Extension along Inglewood and a total Project Budget of $5,735,000.  The funding does not require a local match.  The funds are paid to the City on a cost-reimbursement basis.
