EXECUTIVE SUMMARY

The Patrick Leahy Bulletproof Vest Partnership (BVP) Program, administered by the U.S. Department of Justice Office of Justice Programs and Bureau of Justice Assistance (BJA), provides reimbursement to local jurisdictions for up to 50 percent of the cost of bulletproof vests purchased for sworn law enforcement officers. 

 

The Police Department has been awarded $7,929.13 in BVP grant funds, which will offset half of the cost for up to 18 bulletproof vests for City police officers.  Grant funds are disbursed on a reimbursement basis, after providing documentation of vest purchase to BJA.

 

BACKGROUND

Bulletproof vests have been proven to save the lives of sworn law enforcement personnel. Per Redondo Beach Police Department policy, officers are required to wear a bulletproof vest that meets or exceeds National Institute of Justice (NIJ) standards as part of their standard issue uniform.  Since each vest has a finite service life, they must be replaced upon expiration to ensure continued protection.

 

The Patrick Leahy BVP Program started in 2015 to help law enforcement agencies purchase this critical safety device for police officers.  Awards are distributed to agencies nation-wide based on agency size and available federal funding for that particular year. The Police Department has been awarded $7,929.13 for the current term, and will offset the cost of bulletproof vests purchased through August 31, 2027.

 

COORDINATION

The resolution has been reviewed by the Financial Services Department, and approved as to form by the City Attorney’s Office.

 

FISCAL IMPACT

The BVP award requires a 50 percent match from the City.  The cost of purchasing bulletproof vests for police officers is included in the Police Department’s annual operating budget, and no additional appropriation is needed to meet the matching requirement.
