EXECUTIVE SUMMARY

With approval of this contract, Ardurra Group, Inc. (Ardurra) will perform construction management, daily inspection, and construction reporting services for the Manhattan Beach Boulevard Resurfacing - Aviation Boulevard to Inglewood Avenue Project, Job No. 41160 (Project).

These inspection services will help ensure all requirements of the construction plans and specifications are met and that the Project is completed in a timely, safe, and professional manner.  To obtain the needed services, Engineering staff solicited specific proposals from two of the City’s standby construction management firms.  Of the two firms, Ardurra offered the best combination of price, experience, and expertise.  Funding for the Agreement is included in the Project budget.

BACKGROUND

On November 16, 2023, 6 bids for the Project were received and publicly opened.  After review, Toro Enterprises, Inc.’s bid of $4,162,813.75 was found to be the lowest responsible submission.  On December 5, 2023, the City awarded a public works contract to Toro Enterprises, Inc.  Construction of the Project is expected to begin in May of 2024 and be completed within one-hundred working days.

In order to provide construction management, daily inspection, and construction reporting services for City Projects, staff originally solicited proposals from qualified engineering firms in 2021.  In total 17 firms responded to the RFP.  Of the firms, two (KOA and Ardurra) were asked to provide specific pricing for the Manhattan Beach Project and Ardurra was found to have the best combination of experience, price, and references.

The contract with Ardurra will help ensure the Project is completed according to the City’s specifications, on time, and in a safe and professional manner.  The total not-to-exceed amount of the contract is $382,140 for the term February 20, 2024 through December 31, 2024.

COORDINATION
