EXECUTIVE SUMMARY
The City received $1.5 million in Regional Measure M funding to study and potentially install improved, low-stress, crossings across Aviation Boulevard between Artesia Boulevard and Manhattan Beach Boulevard, aimed at improving passage for pedestrians, transit users, cyclists, and other micro-mobility users. This project is subject to approval by the City of Redondo Beach and the City of Manhattan Beach. Public Works Department staff have negotiated a professional services agreement with Fehr & Peers, Inc. (Fehr & Peers) and their subconsultant to provide transportation planning, traffic operations, community outreach, and conceptual design services for the project.
Approval of this contract would provide professional services related to civil and transportation engineering. Fehr & Peers was selected due to its prior experience working in the area with the South Bay Cities Council of Governments (SBCCOG) and its ability to provide both planning and engineering services.
BACKGROUND
Currently, there are no low-stress crossings for micro-mobility users (cyclists, NEVs, scooters, etc.) across Aviation Boulevard that allow for legal bi-directional travel between the City of Redondo Beach and the City of Manhattan Beach. The proposed project involves the possible installation of two new traffic signals along the 1-mile corridor of Aviation Boulevard, pending agreement and cooperation with the City of Manhattan Beach. At this time, the proposed locations for new crossings could be at Aviation/Voorhees and Aviation/Farrell (8th in MB). This could result in traffic signals spaced approximately ¼-mile apart along this segment of Aviation Boulevard. Installation of signalized crossings across Aviation Boulevard could improve east-west connections between the Beach Cities for all roadway users and help better manage traffic at existing east-west crossings. These improvements would align with, and support, the adopted regional bicycle master plan and SBCCOG Local Travel Network (LTN).
If the Agreement is approved, the Consultant would perform traffic operations and engineering analyses to study the effects of adding two new signals along Aviation Blvd. The Consultant would also draft conceptual level designs of the proposed signals and present them to the community and relevant commissions in both cities. Both City Councils would then have the opportunity to approve or deny the project in its conceptual form. If approved, full plans, specifications, and estimates would be prepared for construction. If denied, staff would stop further work and yield back the remaining Measure M funds.
COORDINATION
The on-call contract development has been coordinated between the City Attorney’s Office and the Public Works Department. Staff has coordinated the project development process with engineering staff from the City of Manhattan Beach. The City Attorney’s Office prepared and approved the professional services agreement.
FISCAL IMPACT
There is no local fiscal impact associated with this item. The $85,285 professional services agreement and the other related project costs are fully supported by Regional Measure M funds.
