EXECUTIVE SUMMARY
This item will allow $1,747,973 of Surface Transportation Program-Local (STPL) funds to be appropriated to the Aviation Boulevard Resurfacing - Artesia Boulevard to Manhattan Beach Boulevard Project, Job No. 41440 (Aviation Resurfacing Project).
Authorization of the STPL Fulfilment Agreement will allow the City to receive advanced funds for the Aviation Resurfacing Project, and approval of the proposed budget modification resolution will appropriate the $1,747,973 of funding to the Project account.
BACKGROUND
Due to a Federal Corrective Action imposed on Los Angeles County in the Fall of 2023, distribution of Surface Transportation Program-Local (STPL) funds by the Los Angeles County Metropolitan Transportation Authority (Metro) were put on hold and effectively ended new funding opportunities through the STPL program.
In April 2025, the Metro Board of Directors authorized STPL Fulfillment Agreements to supersede STPL Exchange Agreements for existing STPL grants that would allow funds to be used on projects that begin on, or after, April 24, 2025.
