EXECUTIVE SUMMARY
On August 5, 2025, the City Council approved an agreement with Southstar Engineering & Consulting, Inc. (Southstar) to provide construction management and inspection services for the Artesia Boulevard Intersection Improvements (Northbound Right Turn Lane) Project, Job No. 40780 (Aviation/Artesia Project) and the Kingsdale Avenue Resurfacing (Between Grant Avenue and 182nd Street) Project, Job No. 40880 (Kingsdale Project). Southstar has been professional and responsive during the projects, and staff is recommending contracting with them for the Residential Street Rehabilitation Project, Cycle 2, Phase 5, Job No. 40190, the Grant Avenue Resurfacing Phase I - Harkness Lane to Green Lane Project, Job No. 70960, the Local Travel Network Project, Job No. 41480, and the PCH Corridor Improvement Project, Job No. 40800.
With approval of the proposed amendment, Southstar would perform construction management, daily inspection, and construction reporting services for these projects. Southstar's services would help ensure that all requirements of the Projects' plans and specifications are met and that the Projects are completed in a timely, safe, and professional manner.
