EXECUTIVE SUMMARY
Approval of the proposed Resolution would waive the parking meter fees in the Riviera Village for one week during the holiday season, from December 17, 2025 until December 24, 2025. The waiver would be similar to actions taken in the past to promote goodwill and encourage shopping and dining in the area. The temporary waiver of parking meter fees for a week, which was assumed as part of the Adopted Budget, results in a $53,500 loss of general fund revenue.
BACKGROUND
Since 2007, the City Council has authorized the annual waiver of parking meter fees in the Riviera Village during December in an effort to promote holiday goodwill and encourage visitors to come dine and shop at the local businesses. The Riviera Village business owners see the waiver as a driver to increased foot traffic and enhanced sales during the holidays.
There are 515 metered parking spaces in the Riviera Village. The anticipated loss of revenue from waiving parking meter fees for one week is approximately $53,500. Each parking meter will be programmed to display a digital message stating "Happy Holidays" and "Free Parking - 4 Hour Limit."
The Resolution reflects the amount of time City Council indicated it preferred for the parking meter fee waiver for the holidays as part of the Fiscal Year 2025-26 Budget.

The Resolution has been reviewed and approved as to form by the City Attorney's Office.
FISCAL IMPACT
