EXECUTIVE SUMMARY
California Assembly Bill (AB) 875 was introduced in February 2025 by State Assembly Member Al Muratsuchi and seeks to amend California Vehicle Code Section 22651 which would allow for the removal of e-bikes that have an electric motor that is capable of speeds greater than permitted speeds, as specified. This item provides the City Council an opportunity to approve a letter drafted in support of the Bill.
BACKGROUND
On April 15, 2025, the City Council made a referral to staff to draft a letter in support of AB 875, which would authorize peace officers to remove a bicycle operated by a person that is under 16 years of age and is operating a class 3 electric bicycle, or is operating, or riding upon, a class 3 electric bicycle without a helmet, as specified.
This new provision would give cities more authority to regulate the types of e-bikes that are currently being ridden on City streets. Staff has drafted a letter of support for Council consideration. If approved, staff will finalize the letter and distribute it to Assembly Member Muratsuchi and other appropriate recipients.
COORDINATION
The Police Department coordinated the preparation of the draft letter.
