EXECUTIVE SUMMARY
Approval of this item would approve an agreement for replacement of the playground surfacing at Anderson Park. The existing surfacing has exceeded its expected life and is in poor condition. If approved, TotTurf, a poured in place rubberized safety surfacing, will be installed by Robertson Recreational Surfaces for a cost not to exceed $162,685. Funding for the work is available in the Play Surface Replacement Capital Improvement Project Account.
BACKGROUND
The playground surfacing at Anderson Park is in poor condition and is visibly deteriorated in several areas. Staff obtained a proposal from Robertson Industries of Tempe, Arizona, to perform the following work for a total cost not to exceed $187,088, including a 15% contingency to:
- Remove and dispose of existing surfacing
- Install and compact an aggregate sub base
- Provide and install IPEMA-certified Poured in Place rubberized safety surfacing
As the surfacing replacement is considered maintenance rather than public works construction, formal bidding is not required by the Redondo Beach Municipal Code. The proposed cost reflects competitive pricing available through the Omnia Partners cooperative purchasing program and satisfies the City's purchasing requirements. Both the vendor and the City maintain membership in the Omnia Partners cooperative purchasing program. Robertson Recreational Surfaces has a history of successfully completing similar projects for the City, with previous work being carried out at Perry Park, Andrews Park, Aviation Park, and Turtle Park in 2022.
