EXECUTIVE SUMMARY
Personal Protective Equipment (PPE) is essential life safety gear required for firefighting. State mandates establish that the service life for PPE is ten years. This year, ten sets of Fire Department issued PPE will reach the end of their service life and must be replaced. Staff recommends the City Council approve the purchase of the replacement PPE from Municipal Emergency Services (MES) utilizing a cooperative purchasing agreement, for a cost not to exceed $50,517.94.

BACKGROUND
Adequate PPE ensures that firefighters are equipped with the essential life safety gear required to execute their duties effectively while mitigating certain exposure risks. Cal-OSHA mandates that PPE be retired ten years after the date of manufacture. Each year, the Fire Department has PPE sets that reach the end of their mandated service period. In order to maintain compliance, firefighters with expiring PPE must be provided with replacement gear.

The Fire Department recommends the PPE be purchased from MES through the National Purchasing Partners GPO, RFP 1915/Contract #PS20070, for Firefighter PPE. The National Purchasing Partners Government Division (NPPGov) uses a Lead Public Agency to solicit and award contracts through a competitive public request for proposal (RFP) process. Piggybacking language is inserted into the resulting contract, allowing other member agencies to access preferred rates for public procurements.
